Dear Sir or Madam,
I would like to know the state of pavements and roads (both
unclassified and classified if possible) across Hampshire by
district or borough authority area based on (at least) the BV187
and BV224b standards - as well as any other measures (such as
reported falls) that you have to hand and are relevant to the
question.

With reference to your recent enquiry, appended is the most recent set of
Best Value Performance Indicator figures.
Please note the following.
* All the figures quoted are percentages (essentially, the percentage of the
length to be considered for structural repair against the total length of
that network).
* The figures relate to the most recent surveys on that particular part of
the network. Minimum survey frequencies, the rules and parameters for
processing and reporting this data are set by Government for national
reporting purposes.
* BVPI is a process and the production of BVPI figures follow a strict set
of rules. BVPI only refers to the network condition indicator quoted in the
table.* District breakdowns are not BVPIs and are only indicative of the
condition in that area.*
* Exact details of the Government Rules and Parameters and calculations for
BVPI reporting and the new national indicators can be found on Department
for Transport and Audit Commission websites.

The closest easily we can get to information on reported falls is to provide
information on claims we have received that involved injury. Appended is a
summary of claims received involving injuries that occurred during the
financial year 2007-8. Area North refers to the districts Rushmoor, Hart
and Basingstoke & Deane, Area East refers to the districts Winchester and
East Hampshire, Area West refers to the districts Test Valley and New Forest
and Area South refers to the districts Eastleigh, Fareham, Gosport and
Havant. The injury totals refer to the same type of defect being the cause
of the claim in each case, not necessarily all being caused by the same
defect.

I was planning to post it as a GoogleDoc, but the Council included the following in their reply. Does anyone know the legality of this?
