Fees
The information provided on the website is free of charge (ie there is no charge by us but the user will have to meet any charges by their Internet service provider, personal printing costs etc). Under the FOI Fees Regulations (SI 2004/3244), whilst the time to collect and research data should be taken into account for determining whether a request is within the "appropriate limit" ie £450, if the total amount is less than this, the fees that can be charged for retrieving data can only cover reasonable disbursments to cover postage and photocopying (the ICO considers public authorities should adopt the guide price of 10p per sheet).

"If a request would cost less than the appropriate limit to answer, and there is no other basis on which it may be refused or otherwise dealt with, the public authority must comply with the request. It cannot charge for the areas listed [below] in relation to the request:
* determining whether [the authority] holds the information requested
* locating the information or documents containing the information
* retrieving such information or documents
* extracting the information from the document containing it (including editing or redacting information)."

I would recommend challenging the request by Wakefield College.
