I have now collated all the information that you requested under the
freedom of information for Rochdale SRB5 programme. As this was a £25m
programme extended over 9 years, there was a large number of projects
funded by this programme. The system that was used to record performance
and other programme related data will only allow me to print the
information that you requested. Therefore could you please kindly email me

RE: - NOTICE OF REFUSAL.

ISSUED UNDER SECTION 17, FREEDOM OF INFORMATION ACT, (2000).

Thanks for providing the postal address. I have contacted the data
administration company and they have helped me to import information into
a word file, as attached. Please note that

Under the Freedom of Information Act 2000, Rochdale Metropolitan Borough
Council has a duty to supply any information on request, unless there is
an exemption. It is the Council's policy only to apply the exemptions
where there is a genuine risk of harm or prejudice.

In this instance, we believe that some of the information cannot be
disclosed to you as it is not in the public interest to disclose the
information to you. Information about the exemption is included here. The
remaining information that we are able to disclose is enclosed.

   

Section 43 

We cannot disclose the names of the organisations running the projects
because we believe it would unfairly prejudice the commercial interests of
our Partner organisations. We do not believe that the public interest in
disclosure is proportionate to the damage that would be caused

I am not of the belief that exemption applies given SRB provided substantial government funding from the Public Purse to the Metropolitan Council . The Public Interest Test is to ensure that authorities apply and deploy all funding in a manner consistent with the Bid and that all monies are seen to be visible and used in a manner consistent with regulation or other matters . In is not the Councils Role to protect businesses outside the role of the Local Authority. I would therefore refer the matter to the Commisioner for a Ruling
