Dear Kent County Council,

I would like a total breakdown of all monies, including monies
allocated for grants, to support sports clubs and or community
organisations with a sport theme within the county and how the
monies were spent and or allocated for the financial year 2008 -
2009.

I would also like details of any shortfalls of monies not spent or
allocated within the above.

What will happen with any shortfall at the end of the financial
year should it not be spent or allocated?

Thank you for your request for information. You asked for details of
sports development funding.

Please see the attached spreadsheet for grants made from money
available at KCC elected members' discretion from the three grant schemes
managed through KCC's Local Boards and Neighbourhood Forums

KCC Elected Member Community Grant - This is the arrangement under which
each of the 84 elected Members of the County Council may make
recommendations up to the total value of £10,000 each financial year, for
projects in their electoral Division or local District, which they believe
will deliver local community benefit. Sports projects will, of course,
only be one of a number of types of local initiative which will be
eligible under this grant scheme. None of the grant is reserved
specifically for sport. The question of shortfalls or money not allocated
does not arise. Every grant recommended by an elected Member of the
Council is approved by a Member of KCC's Cabinet before it is formally
offered to the applicant organisation.

KCC Local Schemes Grant - This is a fund totalling £400,000 across Kent,
which is distributed to KCC's Local Boards and Neighbourhood Forums. They
can use it to make grants to a wide variety of different types of local
project that can show how they will bring local community benefit,
including grants to sports organisations, or for sports activities. None
of the grant is reserved specifically for sport, and the question of
shortfalls or money not allocated does not arise. All requests for grants
under this scheme are made to the relevant KCC Local Board or
Neighbourhood Forum. Recommendations resulting from their consideration of
applications made are approved by a Member of KCC's Cabinet before formal
offers of grant are made.

KCC Small Community Capital Projects Fund Grant - KCC includes in its
Capital Budget a total of £500,000 specifically to assist local
organisations seeking funding towards capital expenditure costs in local
projects designed to bring local community benefit. The total available is
distributed to KCC's Local Boards and Neighbourhood Forums. They can use
it to make grants to a wide variety of different types of local project,
including grants to sports organisations, or for sports activities. None
of the grant is reserved specifically for sport, and the question of
shortfalls or money not allocated does not arise. All requests for grants
under this scheme are made to the relevant KCC Local Board or
Neighbourhood Forum. Recommendations resulting from their consideration of
applications made are approved by a Member of KCC's Cabinet before formal
offers of grant are made.

Every year, details of all of the spending under these three grant schemes
is published in the Annual Reports of the Local Boards and Neighbourhood
Forums. The Annual Reports for 2008/9 are available on the KCC web site
under the page for each of the Local Boards/Neighbourhood Forums.
