Dear Her Majesty's Treasury,

The site at http://spendingchallenge.hm-treasury.gov... appears to
have vanished.

I was making a study of the "Tag Cloud" generated for the site when
it was removed.

Could you please provide a full list of all terms and words used
for the "Tag Cloud" from the launch of the site to it's removal or
suspension at around 2.00 pm today 15 June 2010.

I understand that the delib dialogue app (crowd-sourcing), used to
run the site, is able to generate such reports in CSV format upon
request, and as such minimal cost and delay will be involved.

Please also provide the frequency of use of such tags, and if
possible a break down as to whether the tags were placed on posts
by the OP (Original Poster) or if they were added subsequently by
third parties.

Thank you for your FoI request which we received on 16 July 2010. You asked for a full list of all terms and words used for the "Tag Cloud" from the launch of the site to it's removal or suspension at around 2.00 pm today 15 June 2010.

On the 16th of July, a number of users posted content to the site, including hyperlinks, which were considered contrary to the site’s moderation policy. Subsequently interactive features of the site were disabled to prevent further inappropriate postings. Previously submitted ideas, comments and tags are no longer visible.

We can confirm we hold information in scope of your request, however we consider this information engages the exemption at section 36(2)(c) (prejudice the effective conduct of public affairs). This is a qualified exemption and we are required to balance the public interest between disclosure and non-disclosure. By virtue of section 10(3) of the Act, where public authorities have to consider the balance of the public interest in relation to a request, they do not have to comply with the request until such time as is reasonable in the circumstances.

We always aim to reply to requests in full within twenty working days, even when the balancing of the public interest is required; however in this case, the Treasury has not yet resolved the differing considerations. We therefore need to take some additional time to assess whether the public interest in withholding the information outweighs the public interest in disclosing it. In this case, we expect to be in a position to respond by 27 August 2010.

Dear Sirs

You stated on 13 August 2010 that you expected to be capable of
responding lawfully to the Originating FOI request of 15 July 2010
by 27 August 2010.

Your estimated time is now past and a response is overdue.

There has been no response as yet - and you have stated as of 13
August 2010;

"We can confirm we hold information in scope of your request,
however we consider this information engages the exemption at
section 36(2)(c) (prejudice the effective conduct of public
affairs). "

Kindly provide either the information which you admit to hold, else
provide an explanation of delay or an exemption.

Your delays and data protection errors in handling FOI requests are
not only tiresome, but highly negligent.

Should you continue to fail in responding to and processing FOI
requests correctly I will be obliged to hand all matters to the
Information Commissioner for investigation. But then again, that is
probably your intent to cause yet more delay.

1) log this correspondence in the Treasury Correspondence Database,
2) confirm by return that this has occurred,
3) confirm that it has been linked to the Original correspondence
as received,
4) confirm the date check (Cron) reference for when a full response
will be provided at the latest.
