Dear Sir or Madam,

I am interested in the amounts paid by each school in Tower Hamlets
to
third parties in relation to temporary staffing cover. My
hope is to receive an electronic breakdown of amounts paid (a)
through the department's purchase ledger by school and (b) in
grants, by grantee.

Notes:
1. I would like the information in electronic format. This should
avoid any printing cost issues.
2. In order to avoid your having to collate information from
peripheral systems, I am willing to accept information only from
your main system (I would like you to advise which system this is).
By main system I mean the system that handles the largest part of
the department's expenditure. If grants and supplier payments are
made through separate systems, then I would like you to choose the
main system for each.
3. The information I require for each supplier/grantee is: Supplier
name and total amount paid.
4. I would like the information to cover the year 2008/9. I would
accept 2007/8 figures if this is not possible.

Your request for information dated 26^th January 2010 has been considered
under the requirements of the Freedom of Information Act and the
information is below.

I am interested in the amounts paid by each school in Tower Hamlets to
third parties in relation to temporary staffing cover.

My hope is to receive an electronic breakdown of amounts paid

(a) Through the department's purchase ledger by school and

Notes:

The CFR (Consistent Financial Reporting) framework summarises school level
financial information into headings. Some of these headings have been
designed for benchmarking and some are included to meet the wider
commitment of CFR - that it would be the main source of information about
how schools have spent their resources.

The request for resources spent on Agency workers is not available via the
Local Authority main Finance system; however the CFR monitoring framework
can provide some information. (Available through DCSF website) - Schools
retain all information in respect of expenditure in their Local Systems.
(RM, Sims, Phoenix etc)

This information we can provide contains the cost of "Agency workers" to
cover for illness including maternity cover and cover for non-teaching
staff, supply of teachers for standards funds and cover for extended
services; these are all categorised under the same heading. (CFR E02 and
CFR E26)

The information provided by the CFR returns on the expenditure codes above
for all Tower Hamlet schools in the financial year 08-09 was £6.9
Million.

Dear Tower Hamlets Borough Council,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Tower Hamlets Borough
Council's handling of my FOI request 'Spending by school on
temporary staffing cover'.

You have given a total of £6.9 Million for agency staffing in
08/09. I have requested a breakdown by school. I would assume that
yearly financial accounting takes place, collating all information
from schools, and that a system somewhere holds this information.

If you cannot provide this information, can you please provide me
with more specific details of who can, and not just the DCSF
website.

Dear Mr Boucher

Thank you for your follow up to the Freedom of Information request you
made regarding school spending on temporary staff. I have looked into the
details of this and the figures we hold are provided to us by schools
based on the Consistent Financial Reporting (CFR) cost codes. Although the
figures are available on the DCSF website, it seems as though there may
have been some confusion in the figure provided and being able to provide
a breakdown.

As requested, I have attached the latest figures broken down by school,
which are available to the council via the CFR. Please accept our
apologies for the confusion in dealing with your initial request.
