Speed of starting "independent" "investigations" - second helping

it is stated that

"Third, in regard to many incidents an IPCC investigator would
attend an "incident" scene within hours or sooner, of the incident
occurring and will take steps to ensure that evidence is secured"

In the case of the Stockwell murder the "investigator" did not
visit the crime scene until I seem to remember five days days after
the murder, not the "hours or sooner" claimed by the above. This
was also a considerable time after the time implied by the "I"PCC
press release http://www.ipcc.gov.uk/news/pr250705_sto...
that, after more than a weekend, it had decided to be bothered to
"investigate" the murder. My recollection is that it was two days
after the press release that the "investigator" bothered to put in
an appearance at the crime scene. This was after the crime scene
had been opened to the public. Thus the "investigator" cannot have
taken any steps to ensure that evidence was secured.

I do not attach any particular blame to the "investigator"
concerned. One cog cannot be blamed for this particular failure.

Please provide a list of the changes which have subsequently been
made to ensure that this disgraceful state of affairs is not
repeated. The list should include any changes to the law and any
changes to the internal procedures of the "I"PCC.

How would an "I"PCC "investigator" get past police officers who
were obstructing the course of justice? These officers could either
be on the ground or in office buildings such as Ian Blair. What
force can the "investigator" call upon to push past obstruction by
the accused, or is the "I"PCC still relying on the goodwill of the
accused?

I am writing to request an internal review of Independent Police
Complaints Commission's handling of my FOI enquiry 'Speed of

Request for review of the IPCC's decision under the
Freedom of Information Act 2000

I am writing in response to your email of 21st November
requesting a review of the IPCC's decision dated 9th November.

Having considered your original request of 16th
September and the IPCC's decision, my conclusions are as follows:

The IPCC responded to your request and provided you with
the information your had asked for. Your request for a review is based
on the fact that the information and the letter were provided in PDF
format.

Having reviewed all the documentation, I consider that
the IPCC should have relied on the exemption in s.21 Freedom of
Information Act 2000, that is that the information was already publicly
available.

This is because you can find the information on our website at

For these reasons I do not propose to send you any more
information and / or send you information in any different format. I
hope that you appreciate the reasons for my decision but if you
