Dear Cabinet Office,

1. Could you please release details of any cross Government and
departmental caps which have been set on the numbers of special
advisors.

2. Could you please provide the current list of special advisors,
along with their salary bands, specific role, and source of funding
for their salaries.

I would like to remind you of your duty to respond promptly and
would appreciate an explanation if you are unable to respond
substantively "by return".

In the event you reject my request on the basis that the exemption
under Section 22 of the Freedom of Information Act (Information
Intended for Future Publication) applies could you please:
i/ explicitly assure me of the intention to publish all the
information I have requested and let me know when and where it will
be published.
ii/ explain how the public interest is served by your rejection.

On the 2nd of June 2010 journalists at the No. 10 press briefing asked why this information had not yet been released, when it could be expected, and if answers to all the questions asked would in fact be released:

The Prime Minister's official spokesman said the journalists should wait and see what was in the announcement which would be made "soon".

I made this request as I didn't think the official spokesman's response to the journalist's questions was in the interests of openness and transparency and thought a formal, written request for the information might help prompt its timely release.

A written ministerial statement from the Cabinet Office was published on the 10th of June. It lists the names of the special advisers in post at 10 June 2010, including each special adviser’s pay band, and actual salary where this is £58,200 or higher:

The response given indicates there is no overall cap on the number of special advisors. (Though the relevant section ion the Ministerial Code is cited)

I have been told that "Special advisers are paid from departmental funds".

Obviously there are anomalies between the FOI response and Nick Gleggs speech.

Special advisors must be held to account as the learning in any system is taken from the top down approach and if there is a Propriety and Ethics Team then lets see evidence of this!
