After today's reports of your new social worker "ticklist" and
paper work for home visits, can you please email a copy of the
actual paperwork, letter, form or any other information social
workers use to carry out and understand these new social worker
instructions. Please also provide copies of any press releases you
have produced on this subject and details of who developed or was
commissioned to produce and introduce these instructions and
information on any research done to inform this new practice.

Hi Charlotte, please see attached a copy of the procedure for staff which also contains a the letter for parents. The procedure was developed as a practical and workable means of being clear and direct with parents of children who are subject to Child Protection plan. This is following a series of enquiries, most recently into the death of Baby P. The content of attached is deeply informed by the messages from many child death enquiries, which have been the research basis for the procedure.
The attached was sent to the Guardian, but Harrow Council did not actually issue a press release. However, we did issue a quote from Cllr Christine Bednell which I include below
Cllr Christine Bednell, Harrow Council's portfolio holder for Children's Services, said: "This letter is not about giving Councils nanny-state powers, it is about ensuring we have a clear picture of what is going in the homes of our most vulnerable children."As recent high profile cases have shown, social workers often work in an area where the truth is sometimes murky or deliberately concealed by those supposedly looking after children. This letter is a clear statement of what we expect from parents and what parents can expect from us."
