Dear Sir or Madam,

What service provision did this social services offer profoundly
Deaf children from 2003 to April 2009. Could you also list how many
profoundly Deaf children you are currently providing service.

By provision I mean activities and advice/guidance that could aid
the child's social, emotional, cultural and linguistic needs; or
support for the family/carer.

By Profoundly Deaf I mean those so Deaf that they use sign language
to communicate.

Thank you for your request for information, which was received by
Manchester City Council on 28 April 2009 and has been considered under the
provisions of the Freedom of Information Act 2000. I apologise for the
delay in responding.

In response to your request, I have summarised the information as follows.

Between 2003 and April 2009 Manchester City Council's specialist teachers
and family support workers offered advice and support to profoundly deaf
children in the city from babies at home, children in pre-school provision
to older children in schools across the city. This support included
advice to parents on cochlear implants for young children; advice on the
importance of using hearing aids with young babies; advice on helping
young children use their hearing aids; guidance on ways to communicate
with young children with hearing loss; emotional support for families
coming to terms with their child's hearing loss; training for families in
basic sign language; support with applications for disability living
allowance; 1:1 support in schools to ensure children accessed lessons;
support to help children access city-wide sports scheme; 1:1 support with
external exams for older children; careers advice; breakfast clubs; sex
education; emotional literacy schemes; parents' evenings; and out of
school activiities. The team also developed specialist IT resources to
support the children's learning in school.

Manchester provides additional resources for hearing impaired children at
6 mainstream schools and several specialist schools helping to meet the
needs of children with significant levels of deafness, some of whom have
other severe and persistent needs.

Numbers of children
At June 2009 there were 504 children and young people identified in
Manchester with hearing needs or deafness between 0 and school leaving
age.

Of these -
41% had mild hearing loss
38% had moderate hearing loss
10% had severe hearing loss
11% had profound hearing loss
14% of the above had hearing needs and additional needs
