could you please tell me if any visual impaired residents of
Southport were consulted prior to the 'shared street' areas of
Chapel Street, London road, and Eastbank street? And what
documentation or legislation did the planners and authority consult
prior to the alterations to ensure the safety of vulnerable groups
who need to access these areas?

Dear Sir or Madam,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Sefton Borough
Council's handling of my FOI request 'Shared street and VI
residents'. I feel the reply does not fully address the question.

Mr. Lake has pointed out the chapel street area does allow vehicles
access to the shops but does not address how blind pedestrians
actually travel down this area safely.

Mr. Lake does point out there are time restrictions for unloading;
but for those of us travelling from the train to work in the hours
stated it is a dangerous area to be in.

Likewise, both ends of Chapel Street are not defined enough and is
the cause of much distress to blind people and those with guide
dogs.

The other problem area is the stretch of road outside the National
Westminster Bank were there is no defined mark or step. My dog has
taken me across this area on many occasions and even up the 'road'
when the 'path' is busy with pedestrians.

I would like a review of Mr. Lakes response.

Dear Mrs Moore,

As Data Protection Officer I have examined your original question and
your grounds for requesting a review. I have taken advice from the
Information Commissioners Office and they agree that the specific points
you raise never appeared in your original question. Mr Lake made every
effort to answer what was a very general question, and he clearly
provided contact details if you wished to expand on any areas of
concern, which you chose not to do.

In these circumstances there are no grounds for a review, which is an
expensive and time consuming process, and we shall not be carrying one
out.

I can however see you do have concerns and if you choose to resubmit a
new question related to the specific issues you have raised then we
shall of course endeaviour to provide an answer.

The Freedom of Information Act is concerned with access to recorded
information held by public bodies. It specifies that you must provide a
clear description of the data you require, and we must tell you whether
we hold it, and provide you with a copy within 20 days unless we intend
to withold anything in which case we must tell you why.
