Dear Mr Wiper
A few people have asked me for help after receiving a Penalty
Charge Notice when parking in the Permit Bay in Queen st Bolton, to
this end and in the interests of Justice and Transparency please
answer my FOIR for the following:
1. When did the Permit bays in Queens St become Dual Purpose Bays?
2. How many PCN's have been issued in the permit bays since they
became dual purpose.
3. Calculate the days since the bays became dual purpose then
please give me the number of PCN's issued in the same amount of
days prior to the bays becoming Dual Purpose.ie (if there were say
396 days since dual role then go back 396 days prior to dual role
and calculate the amount of PCN's issued in the 396 days preceding
dual role).

Dear Mr Moss
I refer to your e-mail received on the 12th February 2010 in respect of
a request for information in line with Freedom of Information Act 2000
and apologise for my delay in responding.
I now list below the information you require:
1. When did the Permit bays in Queens St become Dual Purpose Bays?
The Traffic Regulation Order was introduced in March 2008
2. How many PCN's have been issued in the permit bays since they became
dual purpose?
551 penalty charge notices have been issued for not displaying a valid
permit in the dual purpose bay on Queen Street, Bolton from 1st March
2008 - 6th April 2010.
3. Calculate the days since the bays became dual purpose then please
give me the number of PCN's issued in the same amount of days prior to
the bays becoming Dual Purpose.ie (if there were say 396 days since dual
role then go back 396 days prior to dual role and calculate the amount
of PCN's issued in the 396 days preceding dual role).
For 767 days prior to 1st March 2008, there were 19 PCN's issued in the
permit bay on Queen Street, Bolton.
