Dear Blackpool Borough Council,

I would like to apply under the act for the information regarding
what the authority is doing after March 31st 2010 regarding
providing Independent School Choice Advice and how the funding that
they have been provided with which totals £29,531 for the financial
year 1st April 2010 to 31st March 2011 is being used.

I am including information below which is from a Freedom of
Information request to the DCSF which clearly states that Blackpool
Council is in receipt of this funding and that they have a
statutory obligation to provide it.

Thank you for your email dated 20 January 2010 about Choice Advice,
which has been passed to me for reply.

The statutory School Admissions Code requires all local authorities
to provide an independent Choice Advice service focused on
supporting the families who most need support in navigating the
secondary school admissions process. They may also provide Choice
Advice at the primary admissions stage and for in-year admissions.
The Government funds local authorities to provide a Choice Advice
service. £6 million has been provided for each of the five
financial years 2006-2007 to 2010-2011. This is made up of £5.6
million for local authorities directly and £400,000 for quality
assurance, support and evaluation. Each local authority has been
allocated £15,000 each year with an additional sum weighted on
deprivation.
I can confirm that the 2010-11 Area Based Grant will continue to
include funding to support local authorities, including Blackpool,
in providing Choice Advice. Further guidance on the Area Based

expected that all local authorities will be in a position to offer a
Choice Advice service.

The Area Based Grant is a general grant allocated directly to local
authorities as additional revenue funding to areas. Local authorities are
free to use all of this non-ringfenced funding as they see fit to support
the delivery of local, regional and national priorities in their areas .

Blackpool Council has decided to deliver its independent Choice Advice
service through its Children's Centre's outreach service from 2010.
