I note from the A6 to Manchester Airport Relief Road - Consultation
Schedule that:-

have not responded to the request from the consultants regarding
the proposed roadscheme.

I recall the same consultants for the A6 Bypass SEMMMS roads were
criticised for their apparently rude approach to such groups
apparently demanding a speedy response from often voluntary
organisations, and I wondered at the time whether this was a
deliberate tactic. If groups don't respond then the concerns they
represent can happily be ignored.

So, I need to keep a weather out to make sure this time everything
is done properly. What efforts have the consultants subsequently
made to contact these various groups and what were their responses?

Please don't try to imply I am vexatious in asking these questions
- this is a £290 million project and the Council's current risk
register 2009/2010 states risk of Semmms scheme failing -

lack of support and funding for the scheme -
likelihood 4 (out of a possible 6) significant
and the impact of this 3 (out of a possible 4) critical.

Dear Mrs Oliver,

I am writing in response to your request for information below (ref 2690).

The only part of your email which appears to be a request for information
is the following:

`What efforts have the consultants subsequently made to contact these
various groups and what were their responses?'

The consultants (Mouchel) have provided the following information in
response to your request:

`Consultation with statutory and non-statutory organisations on
environmental matters associated with the proposed SEMMMS New Relief Road
recommenced in September 2009. An introductory letter was sent to all
stakeholders previously engaged on the scheme between 2003 - 2007, the
purpose of which was to: inform stakeholders of the revised scheme
proposals, invite initial views and comments, and to obtain updated
environmental data. A number of responses to this letter were received via
letter and email, and those who did not respond were followed up by either
email or telephone call in early December 2009.

Further consultation has been undertaken on the proposed scheme since
September 2009. A formal Scoping Opinion on the approach to the
environmental impact assessment of the proposed scheme was requested from
Stockport Metropolitan Borough Council by way of letter in early February
2010. A Scoping Report prepared by Mouchel accompanied this request,
which incorporated a summary of all consultation responses received up
to that date.

Stockport Metropolitan Borough Council has subsequently engaged all
statutory organisations for their views as part of the formal request for
a Scoping Opinion. Non-statutory organisations were sent a second letter
in early February 2010 informing them of the submitted request for a
Scoping Opinion, and also invited their comments on the Scoping Report (an
electronic copy of which was enclosed with the letter).

We attach a summary of all consultation responses received up to the
submission of the Scoping Report. We can confirm that no further
responses were received between early February 2010 and your FoI request
(dated 23rd February 2010) from the organisations listed in your email.'
