Dear Chorley Borough Council,

In the five years that Chorley Borough Council has been running its
alley gating scheme, the number of schemes implemented, according
to information previously provided by CBC, is as follows:-

2005/2006 - 13
2006/2007 - 2
2007/2008 - 18
2008/2009 - 11
2009/2010 (to date) - 10.

Presumably these schemes were required by CBC to satisfy certain
selection criteria.

Could you please confirm:

a) What those selection criteria were, including any modifications
to the applicable selection criteria over the five years the scheme
has been running.

b) The threshold value of each selection criteria that a request
for alley gates was required to meet in order to become one of the
implemented schemes detailed above.

I am writing in response to your request for information under the terms
of the Freedom of Information Act 2000, Ref No FOI/10/037.

a) What those selection criteria were, including any modifications to the
applicable selection criteria over the five years the scheme has been
running.

For years 2005/2006 - 2007/2008 the selection criteria was done on a
nomination basis via elected members. During this period there was no
analytical function to provide a detailed breakdown of crime figures so
scheme selection was done on basic crime figures for the area and
reinforced with a site visit by the council Anti-Social Behaviour officer
who used their professional judgment. As the alley gate scheme was in its
infancy there were few nominations and subsequently the budget available
covered the majority of requests.

For years 2008/2009 - 2009/2010 the selection criteria was amended as the
scheme had been widely publicised and nominations were being submitted by
members of the public. As nominations for schemes outweighed available
resources a new matrix scoring system was introduced which drilled into
specific crime data.

The matrix system takes into account Crime data including anti-social
behaviour, fire data and environmental crime data.

b) The threshold value of each selection criteria that a request for
alley gates was required to meet in order to become one of the implemented
schemes detailed above.

As each scheme is compared with peer nominations there is no threshold
value other than a scheme will be considered for implementation before
another if its score is higher i.e. schemes are ranked in priority order
on the basis of crime and other data analysis. Once scores are acquired
nominations are ranked, and each scheme is then priced starting with the
highest ranked scheme. This process will be repeated until all funding
available for that financial year is accounted for.

Dear foi,

If I have correctly understood your response, successful scheme
applications for 2005/2006 - 2007/2008 were based not on the
specific crime data for the specific location detailed in the
application but rather on general crime data for the area and on
anecdotal evidence.

I am writing in response to your email requesting clarificati for
information under the terms of the Freedom of Information Act 2000, Ref
No FOI/10/037.

I can confirm that your understanding is correct. In the early years of
the alleygate scheme access to detailed crime data and the provision of a
specialist data analyst restricted our ability to drill down into detailed
specific areas. Hence crime data for the area plus a site assessment were
the tools we had to work with at the time.
