Security devices for on-street motorcycle parking

Dear Sir or Madam,
Can the council please give a date when they will be fitting ground
anchors or any other type of security which allows a motorcycle to
be made immovable, for all the ON-STREET parking spaces in the
Borough of Westminster? FOI 4211 covers the same question but for
secure car parks, so I would like to know about on-street
motorcycle parking spaces.
I assume this will be done soon based on Councillor Chalkley's
determination to bring in security devices for motorcycle parking.
I have been advised to submit an FOI request to ask the question as
Councillor Chalkley has been refusing to answer his emails and
letters, especially when they are motorcycle parking related.

Dear Mr Daly,
Thank you for your response. I am afraid to say that you have not
answered all parts of my question.
I asked for a DATE by which ALL the on-street motorcycle parking
bays will be fitted with security devices. Please provide a date,
not just a general and vague answer.
Also, I asked to be advised what type of security devices may be
installed and who has been consulted to determine the type of
security device selected. You do not seem to have answered this
question.
Since the council has advised that 200 new security devices have
recently been purchased, perhaps, in your reply to the above
outstanding question, you could specify what they are and what
consultation was carried out prior to buying them.

Dear Ms Holden,
Thank you for your internal review. Please note that I DID NOT ask
for an internal review at this stage, I just sent a follow up email
as the council failed to answer my FOI request on time.
Anyway, the response that you provided as part of your internal
review does still not address some of the original questions set.
Firstly, regarding the 200 new security devices that the council
has recently purchased, I specifically asked what type of security
devices these are, NOT the type of security devices that the
council has already installed in a small number of motorcycle
parking bays. I don't need you to tell me what security devices
have already been installed, as I have a pair of legs that I can
use to walk around your borough and see for myself what these
security devices may be. I have instead specifically asked what
type(s) the 200 security devices that the council has recently
purchased is/are, and which have not yet been installed (hence I am
unable to see them at this present time). Please answer this
question.
Secondly, I asked to be advised what specific consultation was
carried out PRIOR to purchasing the 200 new security devices, NOT
details about the consultation that may currently be taking place.
Your response provides details of the current consultation process,
which is irrelevant to my question. I want to know about the
consultation process that specifically took place PRIOR to
purchasing the 200 security devices and on which the council made
the decision to buy those 200 security devices. Please advise who
specifically was consulted, and provide copies of any
correspondence with the parties consulted.
I hope that my FOI will be satisfactorily answered this time
around.

Thank you for your email below.
I note that you did not request an internal review, but you did contact us
to express dissatisfaction with the response to your request, and this is
the reason why an internal review was taken.
In your email below you ask for clarification on what the 200 security
devices are, what consultation was undertaken prior to the purchase of
these devices and for copies of the correspondence.
Please note, however that your original request was for the following:
"I would also like to know what type of security device, if any, may be
installed and who has been consulted to determine the type of security
device selected."
I reiterate the answers to the above questions which were given in my
response to the internal review into this request:
* The Council provided details on the types of security devices that are
currently being trialled, "with a view to installing further devices
in accordance with demand". This, I believe, answers your original
question of "What type of security device, if any, may be installed":
the type of security devices installed will depend on the feedback
received on those that are currently being trialled.
* The only consultation undertaken regarding the security devices is the
public consultation which was available on the website before the
devices were purchased, and is still ongoing.
You ask for all correspondence from the consultation which is an
additional question to that raised in your original request, reference
4376. Please, therefore, confirm if you would like to raise this as a new
request.

has really been answered, unless the council has received a number of requests to trial the above electromagnet security device. I doubt the council have received one request, unless it was sent in by the owner of the company that supply's them.
