moss get to swear the warrant out for operation "sea hare"in
october 2006 also the warrant on the same address on the 27th
december of the same year

Dear Northumbria Police,i now have written confirmation that pc
paul henery told lies to secure a warrant on my address also made
slanderous remarks about me at south shields police station in july
2006 i want a criminal investigation into the above information

Dear Northumbria Police,due to the now confirmed lies told by pc
henery northumbria police has a duty to the tax payers of
northumbria the identity of the person wo apparrently furished pc
henery with the lies to put operation sea hare together and further
more cost the public purse hundreds of thousands of there money so
firstly it is in the publics interest to name and shame these liars
and the total cost in sterling of those lies and dont try and hide
behind the shield that my request on behalf of the tax payer is
vexacious or ill put this request to a public forum an expose
northumbria police shielding these liars also if you think my
accusations are untrue arrest me and charge me for slander and let
the courts reveal who is lying the gauntlet has been thrown at you
feet

Dear Mr Dodsworth,
Thank you for your e-mails below. As previously stated to you, the
Information Compliance Unit within Northumbria Police does not deal with
complaints regarding Police Officers. Should you wish to make a complaint
about a Police Officer, this can be done via telephone (03456 043 043) or
via e-mail to Professional Standards
([email address]). As stated in previous
e-mails sent to you regarding similar matters, a Freedom of Information
request is not the correct forum to make complaints about Police Officers.
The heading in your e-mails asks for an internal review. Please note, you
have previously been issued a vexatious notice on the subject of birds of
prey/operation sea-hare. This notice was subsequently reviewed and
upheld. Your further requests on this subject have and will continue to
be neither acknowledged nor responded to.
The Information Compliance Unit has received a number of other requests
from several parties dating from 2007 onwards; these all concern
operations involving birds of prey and eggs. Many of these have been
classed as vexatious. Operation Sea Hare was a joint Police RSPB
operation in relation to the illegal taking of birds*** eggs. A large
number of these requests have come through the same web-site and it would
appear that these requestors have been acting in concert due to the
similarity (sometimes identical), frequency and nature of the requests.
The request from you is the latest in a series of requests received on
this subject and accordingly can be classed as obsessive and manifestly
unreasonable.
An authority is not obliged to deal with requests that are manifestly
unreasonable or obsessive. The Information Commissioner***s own guidance
on vexatious requests states ***there is a risk that some individuals and
some organisations may seek to abuse these new rights with requests which
are manifestly unreasonable. Such cases may well arise in connection with
a grievance or complaint which an individual is pursuing against an
authority. While giving maximum support to individuals genuinely seeking
to exercise the right to know, the Commissioner***s general approach will
be sympathetic towards authorities where a request, which may be the
latest in a series of requests, would impose a significant burden and can
otherwise be characterised as obsessive or manifestly unreasonable.***
The Information Commissioner has also stated that using FOI to re-open
long running disputes is clearly inappropriate.
These continued requests for specific details of investigations lack any
serious purpose or value and these requests can fairly be seen as
obsessive.
The requests you have made serve no public interest and a Freedom of
Information request is not the appropriate arena within which to air your
grievance against Northumbria Police.
If you remain dissatisfied then it remains open to you to refer this
matter to the Information Commissioner at the following address:
