Dear Sarah Hollier - Conservative Corporate Parent/ Cabinet Member
for Childrens Social Services Department.

This request is for your personal attention in your personal
capacity as cabinet member with full responsibility for the
services being provided, for the welfare ,health & safety of
children whilst in the 'care' of Kent County Council.

This request is manifold: first, I would like a complete and
comprehensive cost breakdown of holding a child for a complete year
in 'Foster Care'; with all relevant costings for primary care
including additional 'special needs' that many children develop
,(once entered into the 'care system' often due to the trauma of
being removed from parents and not being placed with
relatives/friends within the family rather than with strangers) ,
fostering
support services, transport, administration, legal costs, etc.,
- every service and resource required to hold said 'child' in
State care.

Secondly, I would like a complete cost breakdown for providing
services to natural parents and relatives in the same vein as above
in-order to prevent their children being placed further with
strangers for adoption.

Full costing of services on offer to adopters.

Thirdly, I would like a complete cost breakdown for the provision
of grief counseling, adult services, primary healthcare,
pre-and-post-litigation funding, and such services as
you would normally provide for someone who has suffered
catastrophic loss.

Lastly, this request is for comprehensive breakdown of revenue used
to fund each of these activities; where the revenue comes from, be
it local
taxation, corporate coverage, government donations, whatever.

Finally; Please state whether you consider that the service offered
to parents/relatives prior to care proceeding would be classed as
adequate and 'care' provided would be deemed suitable for your own
children or grandchildren.

Yours truly ,

Susan Web

Dear Susan Web

Under Section 8(1) of the Freedom of Information Act 2000, an applicant
must provide their real name for a request to be valid and fall under the
scope of the Act. I have been looking at your outstanding requests for
information namely...

Freedom of Information request - Geoff Wild Head Legal - signs SS
application/Common Purpose - our reference FOI/09/913
Freedom of Information request - KCC FGC , independent staff ?Ian
Perolls/Susan Webb /Ann Wilson /Denzil Forde Ferguson - our reference
FOI/09/971
Freedom of Information request - Sarah Hollier Cabinet Member -
Cost/Support for Parents/Relatives vs Costs of fostering/adopting
children - our reference FOI/09/992

... and I have good reason to believe that Susan Web is not your real name
and that you are in fact utilising the name of an ex-Kent Council Council
employee involved in children's social work.

KCC will therefore not proceed to consider the above requests, or any
further requests for information by you, or deal with any requests for
review until you are able to provide me with authentic identification
which verifies you are Susan Web, for example an original utility
bill showing your full name and postal address. On receipt of such
evidence, I will progress your requests and will of course be happy to
return any documentation to you without keeping a copy on file. If your
name really is Susan Web, I apologise in advance for any inconvenience
that providing proof of identity may cause you.

If you are unhappy with this decision, and object to providing proof that
you are using your real name, you can appeal to the Information
Commissioner, who oversees compliance with the Freedom of Information Act
2000. Details of what you need to do, should you wish to pursue this
course of action, are available from the Information Commissioner's
website [1]http://www.ico.gov.uk/complaints/freedom...

How sad and shocking, families being destroyed forever in secret,
Are there any decent judges out there, or are the authorities out of control?
It is simply disgraceful.

Dear Sir or Madam/Caroline Dodge,

I can assure you, I am not a ex-staff nor have I been sacked as
your reply suggests. Please state what your 'good' reasons are?

This request is for the personal attention of Cabinet Member Sarah
Hollier and is therefore to be sent directly to her.It is clear
from your reply that you are trying to prevent a Cabinet Member
from replying by not passing on the information in the first place,
or could it be that the Cabinet Member does not want to or dare not
reply ?

There should be a clear divide between elected officials and staff.
i.e. one should not be in cahoots with each other, by protecting
each other backs.

Yours faithfully,

Susan Web

Found this on the web, it just about sums it up !
No wonder no one can answer.

http://nameshamesocialworkers.blogspot.c...

The Councils apply for gagging orders in the royal courts of justice, (in secret of course, cant let the public know
whats really going on, can we now)if they dare speak to anyone let alone put pictures, and I mean anyone including the useless MP,s
who pretend to give a s**t. Over 200 a year are imprisoned, of course the 'common purpose' BBC/media/papers wont tell the sheeple that ,
it might frightened them.

But they will report and use tragic cases like baby Peter's inorder to increase child trafficking, whilst leaving children in
abusive homes to die.

Most children are classed as being at risk of emotional abuse, no family stands a chance in our de facto courts with a de facto parties/government in place,
you can not win.

Over 4,000 children a year are being taken, over a 1,000 of these alone come from Kent and rising.

Is it any surprise when Peter Gilroy the chief executive of
Kent County Council is a psychiatric social worker (highest paid in the country about £250,000 a year) talk about putting the lunatics in charge of the asylum !
Virtually half of the MP's come from SS backgrounds and the other half are lawyers (corruption has no boundaries)the SS are also queuing up to get into the tory party and become MP's.

Children are trafficked, because that is what is really happening, these children are simply being stolen
and not all are going to families , if the secret family courts Cafcass/Coram and rubber stamping judges are not corrupt
why all the secrecy?

You only have to put forced adoption into utube to see all the desperate parents/relatives, funny how the government keep taking down the childrens debate in parliament were the incompetent ministers talk on the children bills , about grandparents only having to be good enough parents, that's funny because all of them are invited (made) to take psychological tests, if they are silly enough to agree and they never pass, its called hoop jumping.

The councillors know and so do the MP's including the Cabbage Patch doll , commonly known as David Cameron (do we really want a cabbage for our next leader , dont we already have one ?)

The only way is to tell the world and everyone you know; before they come for yours, forewarned is forearmed. The family courts and corrupt judges must be exposed ,not kept hidden to do their dirty work behind closed doors, which is exclusively for their protection not the childrens.

Council's are using your council tax , in order to steal your own children.

This allegation against the requester is an absolute disgrace! How dare a public body call someone into disrepute! Personally I would be seeking recompense for the damage this has caused to your name! I would recommend seeking legal advise on whether this is in fact a libellous allegation!

Kent County Council

12 October 2009

Dear Susan Web

Thank you for your emails in response to mine.

I did not infer that you were ex-staff; I simply stated that Kent County
Council, to whom you have sent your request, believes you are utilising
the name of a former employee as an alias and are not using your real
name, a necessary requirement under the Freedom of Information Act for a
request to be considered valid. Likewise, I'm not sure how you arrive at
the conclusion that the phrase "ex-Council Council employee" implies that
that person was sacked.

Also, although you addressed two of your three requests to named
individuals; Sarah Hohler & Geoff Wild, it is the public authority, i.e.:
Kent County Council that is subject to the Freedom of Information Act not
it employees or elected members. Therefore any requests for information
under the Act are actually made to KCC (the public
authority) and the process that KCC has for dealing with requests, once
validated, is that they are logged by one of the access to
information officers who then refer the request out to the operational
units that may hold they information requested.

So until you provide proof of your identity as previously requested, KCC
is under no obligation to consider your requests or respond to future
communications. If you believe the Council is acting unlawfully, you
should appeal to the Information Commissioner, whose contact details have
already been provided to you.

Best regards

The FOI Act only requires a FIRST NAME and a LAST NAME in the case of a LEGAL FICTION, or the full name in the case of a HUMAN BEING using his LAWFULLY GIVEN NAME. NO FURTHER PROOF IS REQUIRED.

This is a continued DODGE of the questions put forward, and should be treated as a blatant VIOLATION OF STATUTE.

Dear Susan Web

For reasons that are too complicated to go into in this email, I have just embarked on researching fostering allowances in comparison with DHSS allowances paid to parents whose only income is State Benefit, starting with Counties in my home Country - Wales. Gwynedd replied immediately - the information it supplied is on this website. Merthyr Tydefil decided to be difficult. I'm still waiting to see whether or not other Counties are going to be cooperative.

To date Kent is the only English County I've contacted. Keep a watch to see what it says.

Susan

I don't know how much information you already hold on Fostering Allowances, but you might be interested in the information that I've just received from the Isle of Wight Council.
