Dear Sir or Madam,
On Friday 21 November 2008 an email was published from the
Corporate Complaints Manager at Bristol City Council regarding the
proposed sale of land on the Bristol and Bath Railway Path at
Greenbank, adjacent to former Elizabeth Shaw Chocolate Factory.
It stated: "Discussion about the proposed land sale and the
questions that it raised, was had with Transport, Property and
senior Culture & Leisure Services staff."
In all cases, if the documents are not supplied, please state
whether Bristol City Council holds this information.
1. Please supply the time, date, location and attendance at
this/these discussion(s). If they took place by another means,
please state how and the time, date, location and the names and job
titles of those involved.
2. Please supply any agendas, minutes, reports or other written
material of any kind related to this/these discussion(s)
3. Please supply any document that was used to provide an evidence
base for the officers involved to inform their views at this/these
discussion(s).
4. Please supply any report produced as a result of this/these
discussion(s)
5. Please supply a copy of all minutes of Bristol City Council's
Asset Management Board from November 2007 - present
6. Please supply a list of all property and land sales authorised
by David Bishop under the delegation of executive functions since
April 2006
7. Please supply a list of all property and land sales authorised

department to the city council's Parks and Green Spaces Strategy
Board.
12. If no such report exists, please supply all communications from
any city council officer informing the Parks and Green Spaces
Strategy Board of the proposed sale.
13. Please supply any procedures Bristol City Council has provided
either internally or externally for the disposal of land covered by
the Parks and Green Spaces Strategy.

In response to your questions numbered 1 - 4, I can confirm that
details of these discussions were included in our responses dated 30
October 2008 and 2nd December 2008. I do however note that you now
specifically request the time, location, job titles and names of all
those involved.
I can confirm that in dealing with your previous requests relating to
this subject, we estimate that we have spent at least 16 hours. As a
result, we will only spend a further 2 hours dealing with this request,
in accordance with section 12 of the Freedom of Information Act or
regulation 12(4)(b) of the Environmental Information Regulations.
It has been estimated that to respond to your questions numbered 1 -
10, would take far longer than the cumulative appropriate limit. As a
result, I would be grateful if you could refine the volume of the
information requested, so that we can provide you with the information
you require, within the appropriate time limit.

Unfortunately the council does not hold this information in the format
in which it has been requested. However I have attached a schedule of
Freehold Land Sales since April 2006. The land sales records do not
identify the individual authorisation process, or delegation decision
approving each land sale. As a result, to locate and provide this
information, will require further research into each disposal
transaction. As a result, this request would need to be refined and I
refer you to my response to questions 1-4 above. If there is a
particular property sale that you are interested in, the Corporate
Property Team will try and answer your specific enquiry within the time
scale allowed and investigate the authorisation process.

This is a broad request and as a result, I refer to my response to
questions 1-4. However, if you are able to clarify exactly what
"information" you are seeking from these minutes, or perhaps to which
meeting or issue this relates, it may be possible to respond to this
request within the appropriate time limit.
11. Please supply the copy of the report on the sale of Bristol City
Council land at Greenbank adjacent to former Elizabeth Shaw Chocolate
Factory supplied by David Bishop and/or the planning department to the
city council's Parks and Green Spaces Strategy Board.
The council does not hold any such information as no sale has been
agreed.
12. If no such report exists, please supply all communications from any
city council officer informing the Parks and Green Spaces Strategy Board
of the proposed sale.
There were no documents passed to the Parks and Green Space Strategy
board, the matter was raised verbally and discussed at the 11 September
2008 PGSS programme board meeting. If you are requesting further
information, then i would draw your attention to my response to
questions 1-4 above.
13. Please supply any procedures Bristol City Council has provided
either internally or externally for the disposal of land covered by the
Parks and Green Spaces Strategy.
