The request was refused by Department for Children, Schools and Families.

6 July 2009
Dear Sir or Madam,
I have seen the following story
http://www.telegraph.co.uk/news/newstopi...
Which says that an administrator was sacked from your department
for making an anonymous internet posting regarding the payment of
capital gains tax by Hazel Blears MP (then a government minister).
I would like any information that you can make available -
including (but not limited to) the content of the posting, when and
where the posting was published, who initiated the investigation
into the source of the posting, how they came to know of the
posting, who was involved in tracing the source of the posting, the
method by which the 'anonymous' posting was traced back to an
individual etc.
Yours faithfully,
Paul Perrin

5 August 2009
Dear Sir or Madam,
Thank you for your response, however it does nothing to answer my
request so I would like this request/response to undergo an
internal review.
My request was in regard of a specific investigation, not in
relation to your general policy.
Given that you have presumably already investigated this, I would
hope that your response will be prompt, rather than left until the
last possible moment. The 20 days is not a target but an absolute
cut off, at which point non-cooperation is absolutely beyond doubt.
Yours faithfully,
Paul Perrin

17 August 2009
Dear Mr Perrin,
I am writing to inform you that the Department has now completed its
internal appeal process following your complaint of 5 August.
The Department has made an independent re-assessment of the case, chaired
by a senior officer who was not involved with the original request, and
has decided to uphold the original decision and to not disclose the
information concerned for the same reasons as set out in the letter of 29
July. That is, because release of the information you have asked for would
infringe the rights of the individual in question under the Data
Protection Act 1998.
If you are unhappy with this decision, you have the right to appeal
directly to the Information Commissioner. The Information Commissioner can
be contacted at:
Information Commissioner's Office
Wycliffe House
Water Lane
Wilmslow
Cheshire
SK9 5AF
If the Commissioner comes to the conclusion that that the information
should be released, he will issue an enforcement notice which will set out
the steps which the Department must take and the date by which they must
be taken.
If you have any queries about this letter, please contact me. Please
remember to quote our reference number in any future communications.
Your sincerely
Ray Newman
