Please elucidate.

Does this mean

1. "We have no record of Ruth Kelly, the Secretary of State for
Transport, attending any Common Purpose training courses"

2. "We asked Ruth Kelly, the Secretary of State for Transport, and
she said that she has not attended any Common Purpose training
courses"

3. Some other explanation as to the exact meaning of the reply.
