Dear Sir or Madam,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of HM Revenue &
Customs's handling of my FOI request 'Royal Finances'.

I am no lawyer, but it seems to me wrong that this absolute
exemption should apply to the information I have requested; that
would almost seem to imply it would apply to everything you do.
Surely it applies to your operational work, within the legislative
framework, whereas it should not apply in the same way to
initiatives changing the legal framework? Grateful if you would
clarify and of course take all arguments into account in an
even-handed way, not taking advantage of your expertise and my
relative ignorance.

ICO found in favour of HMRC. No ordinary taxpayer can use the legislative system to extend their privileges in this way. Yet when it comes to transparency, suddenly that very process attracts the same protection as for a normal taxpayer. Perhaps we should have complete taxpayer transparency as in Scandinavia.
