I am writing to request information on the technical specifications
(such as width, camber, etc.) that new roads and junctions must
adhere to to be legal.

Robert
Technical specifications vary depending on the type of road being
designed but specifications themselves do not comprise legal design
requirements.
For example, the Highways Agency's "Design Manual for Roads and
Bridges" specifies a standard lane width of 3.65m but there is no law
which stipulates that a traffic lane must be 3.65m wide.
However, although it isn't a legal requirement in itself, complying
with a recognised design specification helps to ensure a road is
designed safely. This, in turn, helps the highway authority to comply
with its duty of care with regard to the public using its network.
I think it would be easier if I talked you through this over the phone.
I will also be able to address any particular concerns you may have
about road design.
