In relation to the statutory deadline for a response, I can advise that the Freedom of Information Act requires a response "not later than the twentieth working day following the date of receipt" (Section 10(1)).

Your request was received on the 16th December meaning that the twentieth working day falls on the 18 January once the intervening weekends and the Bank Holidays on the 27 and 28 December and 3 January are taken into account.

Naturally, a response may be made in advance of this deadline.

“We are investing across the Liverpool City Region to create jobs, apprenticeships and training places,” said Cllr Ron Round, leader of Knowsley Council and City Region portfolio holder for employment and skills.

“This is a great example of us working together to get people into work.”

At the moment this seems like a great example of KMBC publishing stories of fake projects to make themselves look good.

This story was published on 30th Sept 2010 and since then I have seen no vacancies advertised on the KMBC and KHT's website that were ringfenced to local unemployed people.

Add to that this FOI request being ignored by KMBC which in my opinion proves my point.

The project was promoted on several websites on 30th Sept 2010, four months ago, with a specific aim of creating vacancies for local, unemployed people.

In that time I've not seen any vacancies advertised in Knowsley that are ringfenced for local unemployed people. I believe your response that you have no data is just a way of not answering the question.

Highly unacceptable from an organisation that is funded by the people.

I am sorry that our responses to your inquiry on the number of jobs
created for local out of work people were unsatisfactory.

The initiative was facilitated by Knowsley Council on behalf of the
Councils in the City Region and gained commitment from 16 Housing
Associations to work together to tackle worklessness. The Compact
covers a range of commitments, including creating jobs for local
residents and encouraging suppliers to recruit local labour: it was
signed in summer 2010 and the data for 2010-11 has yet to be collected.
Knowsley Council is not responsible for creating the jobs for long term
unemployed people but collecting the information from the Housing
Associations who have committed to do so. We will be collecting 2010-11
data in April and would be able to forward you this information at that
point should you wish to receive it.

Firstly apologies for the delay, this has only just been forwarded on to me.

Can I just for some clarification on the request you made below.

The title states ringfenced jobs for the unemployed and you mention the we have stated that we are expecting data for the first quarter of 2011?

Can I ask if you can point me towards the articles concerning your request as I am based in HR and we do have a redeployment policy for employees who are served notice but I am unsure when you mean ring fencing jobs for the unemployed.

If this does not make sense then please do not hesitate to contact me.

After numerous delaying tactics by KMBC (which can also be seen on the FOI link) on 14th Feb I recieved this response "I am able to advise that as this is a new commitment, we do not yet have any information available for 2010-11." from Len Mitchell

The next response was on 24th Feb 2011, asking if I'd like to complain, I said yes.

On 4th March I recieved a response from Natalie Dowell/Rob Tabb, "The Compact covers a range of commitments, including creating jobs for local residents and encouraging suppliers to recruit local labour: it was signed in summer 2010 and the data for 2010-11 has yet to be collected.We will be collecting 2010-11 data in April and would be able to forward you this information at that point should you wish to receive it." I replied stating of course I would like to see it.

15th July 2011 I recieved this, "Unfortunately data hasn't been collected for 2010-11. However, we are expecting to receive the data for the first quarter of 2011 in the next couple of weeks and we will send you a copy of the report when it is collated." from Natalie Dowell.

Now on the 17th Aug I recieve your response and you don't know what the hell is going on and Natalie Dowell and Rob Tabb do not seem to have come up with what they promised and have seemed to have washed their hands. This request is over 9 months old! Bit of a joke wouldn't you agree?

The information supplied does not specify how many of these people were,

1) Local
2) Unemployed

How many of these vacancies were advertised by Knowsley Housing Trusts specifically stating that only unemployed people should apply?

Reference the unfilled vacancies, by the non local applicants.
Please ask, why these unfilled vacancies, that were "Ringfenced - promised" to local lads, ended up as probably going elsewhere.
Please ask Knowsley, for the Post codes, or the 7 persons, who appear not to have been local.
Then also ask, why the the 7 vacant positions were not filled by local persons.
