Review of Finance System's implementation
Robert Clark made this Freedom of Information request to University of Glasgow
The request was refused by University of Glasgow.
From: Robert Clark
22 March 2009
Dear Sir or Madam,
In response to my recent FoI request in connection with the cost of
the University's Finance System Implementation (your ref: F0043077
) you failed to provide a complete set of information. I,
therefore, wish to request the release of the following
information:
1. Have the University's Vice Chancellor, Pro Vice Chancellor
responsible for financial matters, Secretary of Court, or any of
the University's governing bodies ever called for an
investigation/review regarding the cost of the Finance System’s
implementation? If so, could you please provide me with the
relevant details/reports?
2. The University can neither provide the costs nor the
quantifiable benefits of this implementation, can you provide me
with the justification for such a huge expenditure from the public
purse?
3. Could you provide me with the date of appointment of the
University's Finance Director and the salary increase (in
percentage terms) that this director has received since his
appointment to date?
4. Is the University going to take any action against the Finance
Director or the person responsible for this implementation who
appears to have failed to keep details of the total expenditure of
the implementation of the University's Finance System?
5. Are the University's managers with financial control required to
keep a record of all expenditure? If they are, is the Finance
Director therefore exempt from this policy if it exists?
Yours faithfully,
Robert Clark

Dear Sir or Madam,
Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of University of
Glasgow's handling of my FOI request 'Review of Finance System's
implementation'.
A full history of my FOI request and all correspondence is
available on the Internet at this address:
http://www.whatdotheyknow.com/request/re...
Your response is vague and says very little.
Surely the justification for the implementation of our finance
system is a bit more comprehensive than what you are telling me.
Also I did not ask about the salary of your finance irector, I
asked about the salary increase (in percentage terms).
Yours sincerely,
Robert Clark

Helen Paterson left an annotation (16 May 2009)
However, according to the University's resonse to a previous FoI request the University cannot account for the cost of implementation of the Finance System, see:
http://www.whatdotheyknow.com/request/fi...
So the University cannot cost the implementation of their finance system which they claim has been implemented to improve the University's finanical management and accounting.
Another and even better example is the saga over a couple of simple FoI requests about invoices, again the University failed to provide an answer. Please see:
http://www.whatdotheyknow.com/request/pa...
Perhaps the University's finanical managers could attend some of the finanical management courses offered by the University's Business School.
