Restriction on employment by Council

Dear Manchester City Council,

I understand that currently, Manchester City Council will not
employ people outside of the councils tax area. I would like to
know what areas this covers as I have spoken with an employment
representative and he has refused to state which areas of greater
manchester are currently included.

I would also like any and all documents and emails as to the reason
the decision to exclude people from other tax bands from there
selection criteria for local jobs, along with any documents between
the councils legal team as to whether such discrimination is legal
