Dear Vinod Mandora,
Barnet Borough Council was legally obliged to provide a substantive
response to my FOI request by yesterday, December 23rd. The Council
is therefore in breach of the law.
As a gesture of good will, I will make allowances for the holidays,
but I still expect a substantive response in due course. I believe
an extension until December 31st is reasonable.
I intend to request an internal review if this deadline is not met.
Yours sincerely,
Allan Lewis

Dear Vinod Mandora,
Thank you for your reply.
I must remind you that you were legally obliged to respond to my
request by December 23rd. As you were on leave from December 24th,
I see no reason why you could not have replied to my request on
time. However, given the proximity of the deadline to the Christmas
holidays, I am willing to wait longer for a response.
I hope that your "update" that you promised by the end of this week
is substantive; I will consider requesting an internal review if
any further delay is significant.
Yours sincerely,
Allan Lewis.

Dear Barnet Borough Council,
Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of Barnet Borough
Council's handling of my FOI request 'Responses to requests made
using the "eforms" service'.
I was informed that I would receive a response in January 2009 -
almost a year ago.
A full history of my FOI request and all correspondence is

Dear Mr Lewis,
I shall be undertaking an internal review under the Freedom of
Information Act 2000 into the handling of your request. I am sorry to
hear that you did not receive a response from the council as promised to
you in January 2009.
Before I can start this review, however, I need clarification from you
on the scope of your request. In particular, can you please specify the
period of time for which you require the statistical data.
Please note that internal reviews should be completed within a
"reasonable time", which the Information Commissioner has taken to mean
20 working days, or, in exceptional circumstances, up to 40 working
days. This period will begin once you have clarified the scope of your
request.

Dear Niall,
You are correct to point out that I did not specify a time period
in my original request. I think data for the calendar year 2008
would have been the original intention.
Please inform me if you believe the review is likely to take more
than 20 days. Also, could you tell me when the 20-day period ends,
given the holiday period?
Yours sincerely,
Allan Lewis
