Dear Sir or Madam,
I have been corresponding with Mr Ian Ascough at the Better
Regulation Executive. In my email at 10 am yesterday, I wrote:
"Thank you for giving me the link to the Government Response to
Effective Consultation:

www.berr.gov.uk/files/file44374.pdf
What is the reason for not publishing the responses which it lists
in Annex 1? I would like to make a Freedom of Information request
to see them. I hope this is sufficient. There are 'FOI to request
documents' on www.whatdotheyknow.com."
I am not sure whether my email to Mr Ascough was sufficient for a
Freedom of Information request.

Several agree with me that all the responses to government consultations should be published. The summaries of responses are sometimes criticised as inadequate. The need for summaries implies that people do not have time to read the responses, which may be false.
