Dear Cambridgeshire County Council,
In relation to residents' parking in Cambridge I would like to
request the release of:
1. A list of properties residents of which are specifically
excluded from eligibility for residents parking despite being on
streets, or sections of streets, where residents are generally
eligible for resident permits. eg. properties excluded from the
scheme as a result of planning conditions or as a result of being
college/university accommodation.
2. The current number of residents' parking permits issued contrary
to the published "Residents' Parking Guide" [1], with a breakdown
by the reason for the exception eg.
* Resident boater
* Resident of a university / college
* Any other types of reasons
3. Details of what documentation the council accepts as proof of
"principal place of abode".
I would like to suggest that the above information is proactively
published in an up-to-date form on the council's website.

Thank you for your request for information regarding Residents' parking
in Cambridge. Your request was received on 15 July 2010.
This information has been provided by our Parking Services Team.
Info requested:
1. A list of properties residents of which are specifically excluded
from eligibility for residents parking despite being on streets, or
sections of streets, where residents are generally eligible for resident
permits. e.g. properties excluded from the scheme as a result of
planning conditions or as a result of being
college/university accommodation.
The system for the issue of permits operates on the basis of recording
those properties included in the scheme. It does not record those
properties not eligible. In the case of more recent developments our
practice has been to amend the Traffic Regulation Order, which is the
legal documentation that sits behind the scheme, to specifically exclude
new developments
2. The current number of residents' parking permits issued contrary to
the published "Residents' Parking Guide" [1], with a breakdown by the
reason for the exception e.g.
* Resident boater
* Resident of a university / college
* Any other types of reasons
As a result of the consideration of a complaint to the Local Government
Ombudsman regarding the process carried out by the City Council as
Planning Authority there is a small development in the Tenison Road area
where two properties are now eligible for residents parking permits,
that would normally have been excluded from the scheme. City Council
procedures have subsequently been changed to avoid a repetition.
3. Details of what documentation the council accepts as proof
of"principal place of abode".
In the case of visitors permits we do recognise there can be
difficulties for residents providing proof of residence. If they are
unable to provide a proof such as a Utilities bill or bank statement, we
do expect the permit team to exercise discretion on proof of
eligibility.

The issue of permits is covered by section 17, and in particular ineligible premises are defined by article 17.7. It's possible, of course, that there are other premises for which the Council will fail to issue permits even though they're eligible, since the Order only says that the Council _may_ issue permits (article 17.4).
