Dear Sir or Madam,
DOT "Local Transport Note 1/07" includes notes concerning "Speed
Cushions". In this note it is suggested that Car Drivers "Straddle"
Speed cushions as they pass over them.
Has there been any research done by or on behalf of the Department
of Transport with respect to the tyre wear caused when cars
straddle speed cushions ?
Did any such research consider the tyre damage caused when the
Speed cushions are "Frost Damaged" - and thus far more abrasive ?
Are there any guidelines to local authorities concerning the
inspection and maintenance of speed cushions and, if so, do they
cover issues related to tyre wear ?

Dear Lara Bolch,
On the 31st of August this year I made a request regarding whether
any research has been done concerning the Tyre wear caused when
cars pass over Speed Cushions.
The request I made was deliberately framed to be simple, quick,
cheap and easy to answer.
I received an acknowledgement of this on the 1st of September.
Since then I have neither had a response nor any explanation about
why you need more time to reply.
I understand that the deadline for a reply was the 28th of
September. It is now the 25th of October so I am well overdue a
reply and the Department of Transport is breaking the law in not
providing one.
Therefore I am now requesting an Internal Review of the handling of
my FOI request.
If I do not receive a suitable response within the FOI time scales
I will proceed to involve the Information Commissioner.

Dear TRAFFIC SIGNALS,
Thank you for your reply - however it would appear you have
answered a different question to the one I actually asked. I asked
about damage to TYRES caused specifically by SPEED CUSHIONS.
Most of your answer appears to concern damage to vehicles caused by
speed humps.
What I am after is a very simple "yes or no" answer to this
question:
"Has any research been done on whether speed cushions cause
abnormal tyre wear".
And if yes, a link to where I can find that specific research. I.E.
on TYRE WEAR cause by SPEED CUSHIONS.
Please take THIS question as being a "Freedom of Information"
request.

Dear TRAFFIC SIGNALS,
Thank you for your reply. However - again you have NOT answered my
question.
Therefore I am requesting an internal review of the way you have
handled my request.
This is because I am NOT interested on the impact of speed cushions
on vehicles - I am interested on the impact of speed cushions on
TYRES. I do not care and am not interested in any other aspect.
To try and be constructive - a simple way of meeting my request
would be to give answers to the following two questions:
A) Is TRL Report 614 the ONLY research that has been done on the
effect of speed cushions on vehicles and/or tyres.
I expect nothing more or less than a "yes/no" answer to this
question.
B) Does TRL Report 614 cover the impact of speed cushions on TYRES.
Again - this should be answered as a "yes" or "no" answer.
I have looked at the summary document you gave reference to. It
would appear to contain nothing whatsoever regarding speed cushions
and tyres.

Further note from AJB - I have now received a reply as a letter sent via my MP.
In this letter, the DFT states that, whilst the TRL has done research on the effects of speed cushions on vehicles, this research did not examine tyre wear directly - but looked at whether speed cushions could affect suspensions geometry.
As I fear that abnormal tyre wear is caused directly, rather than as a result of changes in geometry, this reply is less than re-assuring.
