Request for Youth Support Service Audit Review 2008/09

On the 14th February 2009, I requested a copy of the Youth Support
Service Review 2008/09, which was mentioned in the South London
Press, following the sudden resignations of two senior officers
within CYPS Youth. i.e Assistant Director for Youth, and Head of
Youth Support Services. However to date this information has not
been

The document in question, was distributed to a total of six
higher/senior officers and relates to processes, procedures and
controls in place for the administration of the LDA and PAYP grants
by the Youth Service Team.

I have not been given a reason for why you have not complied to the
20 days time frame, and as such would request that I am sent the
information forthwith or that I'm presented in writing with
justified reason for why the council will not comply to my request.

Also can you confirm if the two Senior officers upon their
resignations received a payout settlement from lambeth council?

Please note failure to responds will result in me escalating this
matter as a formal complaint to the FOI Commissioners.

I can confirm that I sent the original request in writing via
email, to who I believed to be the author of the audit review, and
to Lambeth 'raise a concern'. However, I am happy to wait for your

Thank you for your response.
However, there appears to be a breakdown in communication between
Lambeth Council Officers. I am now left some what confused as to
what document the council believes I was presented with, or has
council officers failed to communicate with each other the fact
that an envelope was left at International House reception for me
to collect after my meeting there on the 03.04.09?

CYPS Youth Support Services Audit Review - It is my belief that the
council has already supplied with a copy of the document that I
have been requesting on the 03.04.09. A document marked for the
attention of my name was handed personally to me at reception of
Lambeth Council International House, after attending a meeting in
relation to a long outstanding grievance hearing in relation to
matters concerning the senior officers included within the audit
review.

Confirmed Receipt by Email - I had also confirmed I had been given
a copy of the document to a contact person from PWC,03.4.09,who had
contacted me via email on the same day I was presented with a copy,
as he was directing me to Lambeth Council in order to obtain the
information I was requesting.

Croydon Employment Tribunal- I confirmed last week again, to
council officers after a hearing was adjurned on Wednesday
15.04.09, that I do have a copy of the CYPS Youth Support Service
Audit Review document which I shall be relying on as supportive
evidence for my case.

Therefore, on the basis of the above, I am quite surprised to have
received such a response, which proves my point that Lambeth
Council is failing to follow its own policy and procedures,lacks
consistency fails to operate in a fair, open and transparent way,
which results in incidences such as this where failure to
communicate with relevant department creates such mistakes and
mis-communication at all levels.

Senior Officers Being Paid Off - In relation to my second request
it bares no real significance to my case as such, but feel it is in
the interest of the public, to know how the council will pay off
the senior managers who have behaved unacceptably, rather than risk
adverse publicity, when in the same circumstances of a less senior
employee they would be dismissed.

I acknowledge your recent comments, which in my view does not add
any further assistance to my request.

As i have already stated, on the 03.04.09, I was supplied with a
copy of the document I have been requesting, at International
House. The contents of the document I believe is in the interest of
the public, and will also consist of part of the supporting
evidence for my case against the council.

Therefore for the record please can you confirm if the
investigation you mention in your reply will be considered as an
internal review. If not, I am requesting an internal review, as to
how such a mistake and miscommunication in advice given to me has
occurred.
