Dear Elmbridge Borough Council,
I do not have the planning application number but would like to
receive details concerning the approval of planning permission for
the Holiday Inn on Portsmouth Road (opposite Thames Ditton Marina).
In particular the items that addressed the issue of siting this
development next to a residential area (the 24/7 access, the impact
of additional traffic, etc) and the reasoning/mitigating factors
behind each of these points.

Dear Mr Buckland
I am writing in response to your request for information in respect of
clarification of distance between commercial, industrial and residential
properties and for details approving planning permission of Holiday Inn
on Portsmouth Road.
I would first explain that your first request, in respect of distances
between commercial and residential properties can not be properly
answered under the Freedom of Information system as this is not
information held by the Council. Rather this is a matter of individual
assessment on the facts and merits of each proposal as and when it may
be put to the Council utilising local and national guidance in this
area. Whether the proximity of residential premises
The Council operates a presumption of openness in its access to
information. It provides much information outside the provisions of the
Freedom of Information Act and it will continue to do on a “business
as usual” basis. Persons do not need to engage the statutory
provisions to access all reasonable information about the Council and
its services.
In response to your query however I have extracted the most relevant
policies form the Council’s adopted Local Plan (the Replacement
Elmbridge Local Plan 2000) and these are attached below. These policies
are used to assess whether a residential and employment developments are
compatible in any given location. Should this query however relate to
your other request for information in respect of the Holiday Inn on
Portsmouth Road I would also advise you that this site is within a
designated Strategic Employment Land area. These areas are designated
to ensure the ongoing retention and best use of employment land within
the Borough and are often historic in origin, originating where
employment use have naturally converged to make use of infrastructure
and location.
In respect of your second request for information on the details of
approval of the Holiday Inn on Portsmouth Road please find attached the
Officers’ Reports, which recommend permission for this development,
and subsequent amendments. These reports detail the full consideration
of the applications.
If, for whatever reason, you are unhappy with our response, you have
the right to ask for an internal review. Internal review requests
should be submitted within two months of the date of receipt of the
response to your original letter and should be addressed to Head of
Legal Services, Elmbridge Borough Council, Civic Centre, High Street,
