Request for copy of internal staff manual - "The Guide"

Dear Sir or Madam,

Within the HM Revenue and Customs, there exists a document called
"The Guide" or "The Guide to working with the Inland Revenue". This
is effectively an internal staff handbook or manual, usually
accessed via internal computer terminals. Hard copies are available
for those who are disabled and cannot use the computers.

Please provide a copy of this document, or arrange for access to it
to be made publically available.

It is unlikely that any of the content of this document would
prejudice national security on its publication, but if there are
any sections which would have said effect it is accepted that those
sections (and those only) would be omitted.

Dear Dingle, Emily (HRL),

Thank you for the copy of "The Guide" you sent out and the
accompanying letter.

In your letter you exaplained that the information I had requested
had been superceeded by new information in 2006, and that the copy
you have provided is the most up to date available (marked July
1998 as the last update). This however runs slightly contrary to my
existing knowledge that the HMRC had been using a document called
"The Guide" as the staff manual at least as late as October 2006,
which was accessible by staff via computer terminals in HMRC
buildings.

Can you please confirm whether the document you sent is applicable
to the year 2006, and if not what is the name of the document it
has been replaced by - and how I would go about obtaining a copy.

Mr Maxwell,

The Guide has been being replaced by new guidance since the merger of HM
Custom and Excise and the Inland Revenue in April 2005. When new
guidance is published there is a message placed on the front of it
saying what it replaces and a link is placed in the Guide to say what it
has been replaced by.

For example, in the case of discipline, on the intranet currently it
states:

Implementation Date:1 January 2007

The new guidance replaces

Former IR - TG 9.31

Former C&E - G3-11A (Discipline) unless otherwise stated.

And in the Guide it says

This guidance was replaced by HMRC guidance on 1 January 2007. Please
refer to

Disciplinary procedures

There are therefore different dates for the effectiveness of different
policies depending on when they were replaced. Some aspects of the
Guide were therefore applicable to 2006 and others were not.

There are plans to make our intranet guidance available on the internet,
but there is not a date for this to happen as yet.

If you were to want to see the intranet guidance then we could arrange
for you to visit me at a local office, or, if you let me know which
policies you wish to view then I can send them to you.
