In a letter of 15 October 2008, Hannah Bridges, Recycling Officer
with Mid-Suffolk Council reported on a joint safety visit to the
above lane which lead to the cessation of waste collection from six
properties.
A copy of the Report that supports this decision is requested

The Act gives us twenty working days in which to respond which therefore gives a due date of 27th November.

I have now spoken to Hannah Bridges and also Paul Lewis who is the Head of Service for Waste and Environmental Services.
From this I have established that we do not hold such a document.
As you are probably aware Waste Collection is contracted out to a firm called Serco. If there were any such document it would be held by them and I have not established that it does. You may approach them direct to ask for this but I would advise you that they are not subject to the Freedom of Information Act and don't have to respond in the same way as public bodies do. On investigating this matter I am informed by Paul Lewis that this situation has now been resolved in that a small freighter will now be used to collect waste from this area which involves a collection day change. You should by now have received a letter about this.
As technically this is a refusal - if you think such a document is held by us you do have a right of appeal to the Information Commissioner. This should normally be preceded by an internal review within MSDC. As this relates solely to information not held and we don't actually have a suitable appeal mechanism in place, because of the retirement and leaving of two of our Senior Management Board, you are on this occasion free to go direct to the Information Commissioner should you think we do hold this document. You will find information about this on his web site at www.ico.gov.uk or I can send you a leaflet if you prefer.
