Repainting motorcycle bays

Dear Sir or Madam,

I notice that motorcycle bays in Westminster have been repainted
recently

Please can you explain why this action was deemed necessary as the
bays were perfectly serviceable as they were?

Please provide details of the paint used to mark these bays

I am sure the paint used will be of an increased friction type so
as to avoid slipping accidents as motorcycle riders are leaving or
returning to their vehicles or pedestrians are crossing this area
For this type of paint, what tests have been carried out regarding
the reduced friction it provides compared with the normal road
surface?

Just painting on top of existing, derivable, paint will increase
the height of the lines thus leaving a trip hazard for users of
these bays as well as the general public when crossing the road
over these bays
What guidance is provided to the painters with regard to the height
of the painted lines?

I believe the parking department are looking at a budget deficit of
up to £10 million this year, is repainting motorcycle bays a good
way to spend the councils reduced funds, especially in the current
economical climate?

Dear Sir or Madam,

Another missed reply deadline, another instance of Westminster
breaking the FOI law

I am requesting an internal review as to why my FOI request was not
answered within 20 days as per the legal requirement set out by the
FOI law and also as per your own "target" from your acknowledgement
message

"FOI Reference Number: 4430
Target Completion Date: 23/10/2009"

I look forward to a prompt reply to the reason for this
unacceptable delay and also to the original request of course

Information reviews.

I am writing to request an internal review of Westminster City
Council's handling of my FOI request 'Repainting motorcycle bays'.

You have rejected my requests on the grounds that the aggregated
costs are above the “appropriate limit” of £450

4430 – number of vehicles paying to park in Westminster each day
4461 – repainting of motorcycle parking bays
4484 – copies of consultation documents re parking charges for
motorcycles
4507 – damage to motorcycles while parked in WCC bays

Please could you explain on what grounds these 4 requests were
aggregated together? None of the information requested is the same
or overlaps in any way

Your letter states “This is because you have submitted 10 requests
in the past 60 working days for the same or similar information. We
have, therefore aggregated the costs of providing you with
information on previous requests with the costs of responding to
the requests above and this will exceed the “appropriate limit” as
stated in the Freedom of Information (Fees and Appropriate Limit)
Regulations 2004”
Please can you explain how the requests you have aggregated relate
in any way to the same or similar information?
In fact none of these requests relates in any way to the same or
similar information to ANY of the requests I have made

I would hate to think that WCC are deliberately trying to avoid
providing the information they are legally bound to provide by the
FOI act, and I can only hope this is an administrative error on the
part of WCC – and one that will be rectified immediately by
providing the information I have requested
