Dear Enquire (TfL),
You are over the legally-mandated deadline for replying to my FoI
request; the law requires you to reply promptly. Furthermore,
"because the response is being finalised" is a meaningless and
inadequate explanation.
I am also unable to accept first-person apologies expressed in an
unsigned and anonymous communication.
Yours sincerely,
Andy Mabbett

Dear Mr Mabbett
Thank you for your email received by Transport for London (TfL) on 15
March 2010. First of all, I'm sorry for the delay in responding to you.
You have asked for correspondence (internal/external) relating to claims
made by Rentokil, on the topic of infestation on London's buses and
trains/tube. You have also requested a summary of all complaints received
regarding bus infestation.
Your request has been considered under the requirements of the Freedom of
Information Act.
Unfortunately, TfL does not hold any documents regarding Rentokil's
claims, nor do we hold any documented apology, clarification or correction
from Rentokil regarding this matter.
Following publication of the Rentokil article, TfL's Press Office issued
the following press release:
"Rentokil has provided us with no evidence to support these claims and
have not been in touch with us about their product. They are a private
company who obviously have a product to sell.
London Underground's occupational hygiene specialists undertake full
examination of trains and have found no evidence whatsoever of any
infestation. Our trains are cleaned after every working day, and deep
cleaned every 14 days to maintain the highest levels of cleanliness.
Likewise, London's bus fleet is cleaned after every shift and buses are
deep cleaned every month."
Please see attached a redacted copy of an email received from the
publishing newspaper to one of TfL's Senior Press Officers.
TfL received three enquiries addressed to the Mayor's office. Copies of
the questions and responses can be viewed by selecting the link below:

With regards to the number of complaints, queries or concerns raised by
members of the public about this issue, in the month of March 2010, we are
unable to provide this information as we do not record complaints by
category.
To ascertain if we received complaints during March 2010 regarding this
issue, we would need to read through all of the complaints received during
March 2010. Unfortunately, to provide this information would exceed the
`appropriate limit' of £450 set by the Freedom of Information
(Appropriate Limit and Fees) Regulations 2004.
Under section 12 of the FOI Act, we are not obliged to comply with a
request if the cost of determining whether we hold the information,
locating and retrieving it and extracting it from other information would
exceed the appropriate limit.
I am sorry that I am unable to provide you with the requested information.
Please do not hesitate to contact me if you require further assistance.
Please see the attached information sheet for details of your right to
appeal as well as information on copyright and what to do if you would
like to re-use any of the information we have disclosed.
Yours sincerely
