Reimbursements at Oriel Maths and Computing College

Gerald Rouse made this Freedom of Information request to Norfolk County Council

The request was refused by Norfolk County Council.

From: Gerald Rouse

Dear Norfolk County Council,

under the freedom of information act I would like the following
information concerning the Oriel Maths and Computing College
(formerly Oriel High School).

On 7th April 2010 you sent me some pay information concerning the
above school, and informed me that some of the payments may include
reimbursements.

From the data you sent me I can see that there was a considerable
amount of pay turbulence between april 08 to march 09 resulting in
a 11.83% (£55,420)increase over the previous year.

As you stated, some of this is attributable to reimbursements, and
I wonder how much?

I am sure you must separately identify salary from other payments,
and I am sure you must also separately identify reimbursements for
obvious reasons.

Within the top 10 monthly pay amounts you previously supplied,
could you separately identify all the reimbursements (for each
individual) in the following months with a separate monthly
reimbursement total.

September 07 (total gross pay £38,911.00)
June 08 (total gross pay £48,390.72)
September 08 (total gross pay £46,054.58)
July 09 (total gross pay £39,729.71)
September 09 (total gross pay £50,718.43)

Could you also detail any individual monthly reimbursement over
£500.

If you have time, please give a total reimbursement figure for the
year april 09 to march 09, and as a percentage of the Gross pay for
that year(£523,822.42)

Yours faithfully,

Gerald Rouse

Dear Sharp, Deirdre,

in your response you wrote

"For the avoidance of doubt, this request is actually asking for
information about non-salary payments to each of the 10 highest
earners (by basic salary) at Oriel, although without actually
naming them. But although the data is anonymised to the extent that
the persons to whom the payment is made aren't named, given the
existence of other information available to the data controller,
and for that matter in this case other people, e.g. who the
employees of Oriel are, their posts and therefore likely level of
seniority, THE TOP TEN CAN BE IDENTIFIED AS INDIVIDUALS."

I just wonder how do you know this for certain or are you just
guessing. If it is the case that certain amounts of money (but not
precise amounts) are already linked to certain Oriel staff, just by
common knowledge within Oriel staff, what is so fundamentally wrong
in clarifying the precise amounts?

Yours sincerely,
Gerald Rouse

Dear Mr Rouse,

My response was not based on guesswork but on the fact that the
information requested taken together with other information available to
the Data Controller, this council, can identify individuals.

Yours sincerely,

Deirdre Sharp
