Dear House of Commons,
I am writing to request information under the Freedom of
Information Act 2000. The House of Commons has published the
Register of All-Party Groups as at 20 January 2010 in PDF format.
It appears that this PDF file may have been generated from another
file or files not in PDF format e.g. a spreadsheet or database
('source files')
Please could you provide me with all of the information that is
contained within or can be obtained from the source files (as
defined above).
The source files will almost certainly contain information not
available from the PDF file such as structural information,
document properties, formatting information and data about blank
cells/cells outside the print area.
This means that the exemption contained in Section 21 of the Act
('Information accessible to applicant by other means') is not
engaged in this case.
Under section 11 of the Freedom of Information Act 2000, public
authorities should wherever practicable give effect to preferences
expressed by the person making the request as to the "form
acceptable to the applicant". Please could you provide the
information I have requested by sending me the source files
themselves by replying to this email and attaching these files.

The source document to which you refer is routinely destroyed once the published document is online and this was done in this case before you request was received. Therefore the information requested is not held by the House of Commons.
You can of course download the latest versions of all of the registers of interests from www.parliament.uk
You may, if dissatisfied with the treatment of your request, ask the House of Commons to conduct an internal review of this decision.
