Regenda group HOAOs
I refer to your request for information made uner the Freedom of
Information Act 2000, dated 14 January 2008.
The information you specifically sought was:
Copies of all contracts, instructions, and communications between
Liverpool City Council and "The Regenda Group" relating to their team of
"Home Ownership Advisory Officers" appointed to the Granby area.
The Home Ownership Advisory Officers work citywide and consequently none
of them are appointed specifically to the Granby area. I can inform you
that the arrangements under which the officers are engaged is set out in
a report to the City Council's Executive Board entitled Home Ownership
Solutions dated 29 April 2005 and reference HSG 40. This can be

I realise that this does not provide all the information you have
requested, however since the officers work citywide and not just in the
Granby area, I would be obliged if you would clarify whether you still

endeavour to obtain the information you require at the earliest
opportunity.

Dear Beattie, Jenny,
Thank you for your reply. In paragraph 4 of page 37 of the document
you referred me to -- Home Ownership Solutions (ref HSG 40) -- it
says:
"The HOAO for Liverpool are employed by Maritime Housing
Association who contracts with Liverpool to provide for this
service."
May I have a copy of all contracts between Liverpool and "Maritime
Housing Association" for said HOAO services which could potentially
result in employees of "The Regenda Group" visiting the Granby Area
on 14 January 2008 as "Home Ownership Advisory Officers" on behalf
of the council?

Regenda group HOAOs
In response to your further information request dated 4 February 2008.
You specifically asked for:
A copy of all contracts between Liverpool and "Maritime Housing
Association" for said HOAO services which could potentially result in
employees of "The Regenda Group" visiting the Granby Area on 14 January
2008 as "Home Ownership Advisory Officers" on behalf of the council.
Would advise you that the only "contract" as such is the letter from the
City Council to Maritime (now Regenda) dated 12 May 2004 of which I
attach a copy.
I would also point out that the officers appointed are contracted to
work in any part of the city, including Granby, to assist and advise
owner occupiers. Their work and location depends on the policies and
programmes the City Council is following and will be arranged through
the Neighbourhood Teams.
The detail of the work and the code of conduct is contained within the
previous link sent to you.
When we are unable to provide the all information due to an exemption
being applied or we do not hold the information we are required to serve
you with a Section 17 Notice. Please treat this letter as such a notice.

Dear Jenny Beattie,
Thank you for your timely reply. The letter is interesting,
although it appears to be going backwards in time.
The 12 May 2004 letter you sent me as the contract, such as it is,
states that the arrangement to cover the recruitment and salaries
of five caseworkers is for a period up to March 2006.
The Home Ownership Solutions (ref HSG 40) document which mentioned
said contractual arrangement was released on 29 April 2005. It did
not say that the above had been extended.
The particular visit by "Home Ownership Advisory Officers" employed
by "The Regenda Group" according to some so-far undisclosed
relationship with Liverpool City Council was on 14 January 2008.
The 2004 letter suggests that full costs for this service
(salaries, pension and NI contributions, transport and
communication requirements, publicity and marketing, training and
project management) are covered by the Council.
Presumably the Council will receive some kind of a bill originating
from The Regenda Group for these services, and there will be some
degree of accounting for what was done and what had been contracted
for before the money is paid out. In other words, I can't believe
that this is it; the paperwork has to be within easy reach for
business that is being conducted today and going to be paid for
tomorrow.
Are you sure that this 2004 letter really is the only written
contract, instruction, or communication between Liverpool City
Council and "The Regenda Group" for HOAO services going on now?
