Refusal to Investigate complaints

Ron Blakemore made this Freedom of Information request to Northamptonshire County Council

Northamptonshire County Council did not have the information requested.

From: Ron Blakemore

16 February 2010

Dear Northamptonshire County Council,

Reference: Freedom of Information Act 2000

Question

1. How many times have Northamptonshire County Council refused to
do a Stage 1 investigation of a complaint in the last 2 years.

2. Under what circumstances would Northamptonshire County Council
refuse to investigate a serious complaint that involved child abuse
by an agency social worker working for Northamptonshire County
Council.

Yours faithfully,

Ron Blakemore

This was added to the answer given to my questions.
'I am also obliged to inform you that you are now considered a vexatious requestor of information aimed at disrupting the work of the public authority and within the provision of s.14(1) we are not therefore any further obliged to comply with any of your further requests, and will not do so. If you wish to take this further you have the right of referral to the ICO.'
This is often used against people who request several pieces of information. In actual fact they should have stated it was s. 14(1) in the Freedom of Information Act 2000 for clarity. This is a miss use of the act because all the information I have asked for should be available to the public and the answers given to the questions I asked are totally wrong because NCC have refused 3 times to investigate my complaint against an agency social worker who was contracted Sept 2008 to Jan 30th 2009 and her professional behaviour was to say at the least dubious when not reporting in a section 7 that a child had a burnt eye whilst in the mother's care. Public servants don't seem to answer to the public anymore.
