Dear Stockport Borough Council,

On February 4th Mr Parnell was refused permission to ask his public
question at the full council meeting on the grounds that it was
frivolous. I presumably was also refused permission to have my
question asked at the same meeting - mine was about Councillor
Porgess using his professional qualification as a Chartered Chemist
to state in the local paper that he had looked into the matter
using his professional knowlege and could say that a proposed
school site wasn't contaminated. The Council has since had to admit
it is entirely contaminated with asbestos, lead and arsenic.

Mr Parnell, a man framed by and sent to prison repeatedly by the
actions of Stockport Council, simply wanted to ask if the Leader of
the Council had sworn on oath to uphold the Constitution of the
Council. Not a frivolous question and under the circumstances
doubly so. He might not have phrased his question well, in which
case The Council should have discussed with him how it should have
been phrased, as they have done with me in the past.

When he protested at this further abuse of his democratic right the
police were called to arrest him. Fortunately, the police acted
with intelligence and fairness and he wasn't arrested.

My question is is there any written record of which councillor or
senior council officer demanded the police be called to arrest him,
as the Crown Court judge who acquitted him stated that Stockport
Council should work with him to resolve his original problem, yet
the Council hasn't even bothered to contact him. The police in
Greater Manchester are so overstretched and not meeting targets
that to call them out over such a matter when the Council had a
legal duty to listen to Mr Parnell's question and respond and the
Crown Court judge laid the blame for the situation with Stockport
Council, seems to me to be a further criminal waste of police time.

I look forward to hearing you but presumably I will receive the
customary refusal to disclose the information.
