Thank you for your Freedom of Information request.

There is currently a 6-month public consultation process on the
Experimental Speed Limit Order. Prior to this there was no formal public
consultation. A Decision Notice approving the trial was signed by the
Cabinet Member for Environment & Transport on 24 November 2009. This
Decision was published in the Council Information Bulletin on 27
November 2009 and was subject to the Council's call-in procedure. (A
copy of the Decision Notice is attached for your convenience.)

On 8 January 2010, a Notice advertising the Making of the Order was
published in the Daily Echo and posted on our website. Notices
advertising the speed limit were also displayed on lamp columns in
pedestrian areas adjacent to the road inviting the public to comment.

Dear Geoff Tyler,

You say this is a trial for 6 months. Please provide me with the
criteria being used for the basis of the trial? How will you know
if the trial is successful or not? Please provide me with the date
when the trial is complete? If the trial fails to pass the
criteria, I take it the limit will go back to 60mph?

Thank you for your enquiry which has been passed to our Road Safety team
for a reply. They will be in touch with you shortly.

Incidentally, the speed limit on this section of the A338 before the
experimental period was 50 mph rather than 60 mph.

Dear Mr Knight

Further to Mr Tyler's email, I write to confirm that the effectiveness of
the trial will be assessed primarily on analysis of recorded road
accidents. Vehicle speeds and formal public consultation responses will
also be considered.

The current public consultation period is due to finish on 30 July when a
review will be undertaken as to the next course of action. Options include
making a definite decision on whether to make the speed limit permanent or
not or the trial could be given longer to run to allow further assessment.
A decision on the current Experimental Speed Limit Order has to be made
within eighteen months of the start.
