Dear Info Regs Unit,
I wrote to you in December,2008 requesting detailed information on
the redevelopment and maintenance of Parc Gele.
I want to know why when the grass is cut in the park it is not
collected and removed?
Why no maintenance gardening is done in areas not accessible by
mowers?
Why the boudary walls and fences are not maintained?
Why the river that runs through the Parc is not regularly dredged
and cleaned out?

In response to you questions the following answers are provided;
Q: Why when the grass is cut in the park, it is not collected and
removed?
A: This is a large area and in common with other large open space
areas throughout the County is cut by a tractor mounted mower which does
not have grass collection facilities. Due to the volume of grass mown at
this location changing to a cut and collect regime would lead to
increased cost in vehicle transport and potential tipping charges. From
an environmental viewpoint the nitrogen secreted from mulched grass
arisings aids in fertilising the ground reducing the need for artificial
fertiliser and is therefore environmentally sustainable.
Q: Why is no maintenance gardening done in areas not accessible by
mowers.
A: If this question refers to inaccessible areas of hand mowing,
then this is carried out on a monthly basis throughout the growing
season.
Q: Why the boundary walls and fences are not maintained?
A: Some of the boundary walls and fences are the responsibility of
the homes adjacent to the park and are such are not able to be
maintained by the Local Authority. Repairs have been undertaken in the
past on the walls and fences under the ownership of this department.
Some work is planned in the near future on the dilapidated palisade
railings on the western park boundary and on replacing fencing around
the children's play area.
Q: Why is the river that runs through the park not regularly
dredged and cleaned out?
A: The river is the responsibility of the Environment Agency. Even
though this is the case we do carry out periodic litter picks to the
stream bed.

At present it is not possible to provide this information due to the
fact that existing records in terms of the area sizes of each of our
open spaces is currently inaccurate and needs to be reviewed and
updated.
As yet no date/time frame has been identified for this work to be done.
There is no information on record detailing boundary fences were last
repaired.

Dear Info Regs Unit,
If your records are inaccurate on the size of land you decide to
collect the mown grass from how can you decide that Parc Gele is
not the appropriate sized piece of land to have its mown grass
collected?
I can't believe that you don't keep records on the repairs to
boundary fences, whether the work is undertaken by outside
contractors or in house employees their must be a record of the
payments made for the work undertaken.

Paul, as you will see from my requests to Conwy, they can be particularly awkward at answering questions. If there is any possible excuse, they will use it.
I would suggest you try to think of some specific questions in order to get at the information you want. For instance, you could ask how much money or how many man hours have been spent on regular maintenance at Parc Gele via CCBC's own staff, how much has been spent on outside contractors, etc... All of this kind of information must be in the Council's accounts, in the form of workers time sheets, contractors invoices or regular maintenance contracts etc. Otherwise why are they spending YOUR council tax on paying these people if they have no record of any work being done?
Remember it is not your fault if CCBC is so inefficient at record-keeping that they have trouble in fulfilling your request. So long as you can reasonably well identify the information you require, by law they must provide it.
