Recycling levels in the Winchester District

calendar month of April 2006)
* What was the household recycling rate for the years 2005/06,
2006/07 and 2007/08?

Winchester District where Alternate Weekly Collection (AWC) had
already been introduced or was being trialled in the calendar month
of April 2006?

Enquiry Concerning Recycling Rates -Winchester City Council
I refer to your e mail of 21 April 2008. The answers to the specific
questions raised are listed below:
Figures given are total of all household waste arisings (i.e. kerbside
collections, removal of litter collections from bring sites, etc).
(i) What was the household recycling rate across the Winchester
district in the calendar month of April 2006? (not
2005/06 - the
calendar month of April 2006)
20.17% of household waste was recycled and 1.48% of household waste was
composted during the calendar month of April 2006. Thus 21.65% of
household waste was recycled during this month.
(ii) What was the household recycling rate for the years 2005/06,
2006/07, and 2007/08?
The annual recycling and composting rates for the
last five years were:
2003/4 - Recycling 17.85% Composting 0.00 Total 17.85
2004/5 - Recycling 17.64% Composting 0.40 Total
18.09
2005/6 - Recycling 18.88% Composting 1.31% Total 20.19
2006/7 - Recycling 22.35% Composting 1.93% Total 24.28
2007/8 - figures not yet finalised - estimated annual rate 35%
Year end data is still awaited from several sources and calculations have
yet to be verified in accordance with our normal procedures. Full year
results will be provided as soon as they are available. The annual
recycling rate for 2007/08 is likely to be in the region of 34 - 35%
It should be noted that the Phase 1 of the ABC scheme commenced in January
2007 and Phase 2 July 2007 therefore the full extent of the changes to the
collection arrangements and increase to the rates will not be fully
apparent until the end of March 2009.
(iii) What was the household recycling rate within the areas of the
Winchester District where Alternate Weekly Collection (AWC) had already
been introduced or was it being trialled in the calendar month of April
2006?
During the month of April 2006 AWC was still being trialled. In the trial
area;
26.83% of household waste was recycled and 15.81% of household waste was
composted during the calendar month of April 2006. Thus 42.64% of
household waste was recycled during this month.
(iv) What was the household recycling rate within the areas of the
Winchester District where Alternate Weekly Collection (AWC) had already
been introduced or was it being trialled at the end of 2006?
28.74% of household waste was recycled and 13.79% of household waste was
composted during 2006. Thus 42.53% of household waste was recycled during
this period
Generally
The figures given are the Best Value Performance Indicators for Recycling
and composting (BVPI). Please note that recycling and composting rates
vary from month to month. Composting rates are particularly affected by
seasonal variations. As such the overall rates are significantly less
during the winter months.
It is for this reason that recycling rates are usually calculated on an
annual basis to take account of these variations and local authorities are
required to report this performance to Government.
I have attached for your information a copy of CAB 1197 dated 7 February
2007 which provides a summary of the AWC trial. A copy of the final
evaluation report (CAB1561 of 12 December 2007. The links for the
