Dear Sir or Madam,
further to the response received on 30th September 2009 relating to
my request for an internal review into the response to my original
request for information, I wish to request the following additional
information and clarification.
Mr Cogbill's letter of 30th September stated that only two cases of
temporary promotion had extended beyond 12 months (to 16 months).
However the supporting annexes shows cases of temporary promotion
extending beyond 3 years. In order to clear up this confusion I
would formally request copies of any justification for these
situations, understanding that only personal data should be
excluded from release
Further I note that recruitment papers are only maintained for 12
months. I therefore request copies of all advertisements and
related recruitment papers for the last 12 months, covering
permanent, temporary and lateral moves into all Wales Office posts.
Finally the response showed a large number of posts within the
Wales Office being "regarded". Assuming this is a mistype of
"regraded" I request copies of all information relating to the
regrading of all posts identified in this way in the response.
Again I accept that personal data will not be released.

Dear Mr Knight,
Thank you for your response to my request under the Freedom of
Information Act. I am beginning to see why there are calls from
certain parties to abolish the Wales Office.
I am a little perplexed by part of your responses to my requests
and wonder whether you would be kind enough to clarify these for
me. This request may be classified as an Internal Review.
I have had sight of Wales Office structure charts showing a number
of staff on temporary promotion over the past few years. One such
case has been shown on the charts consistently but does not appear
on either of your responses to me. Can you please clarify the
status of your Head of Press Office, and also confirm why his
details have been omitted from your replies to my requests?
Your latest response states that "re-grading is not undertaken
internally within the Wales Office and was a function of the M0J
until August 2008." Does this mean that there are no controls over
the gradings of posts at the Wales Office. How has re-grading of
posts been handled since August 2008 and where is the paperwork?
From the limited information you have provided it is not possible
to see how re-grading has been undertaken at the Wales Office. I
would be grateful for a statement about how posts are graded at the
Wales Office, and copies of any guidance or rules about re-grading.
I should tell you that I have spoken to HR staff at the Ministry of
Defence, Ministry of Justice, Department for Work and Pensions and
the National Assembly all of whom gave the response that civil
service re-grading of posts should be a formal process and in all
cases documented.
I have tried to link the information supplied with that on the
structure charts that I have seen. It does not tally. In addition
to the case mentioned above, you have listed the post of HR Manager
in your responses. This post appears to have been graded at HEO
prior to 2005-06 as you state "HEO post advertised but no
appointment made. Post broadened to include Freedom of Information
(FOl) management and offered on a TP basis." How then in March 2009
was it advertised for "Expressions of Interest from candidates up
to Grade 7" with no reference to responsibility for Freedom of
Information? If this post was regraded after August 2008 why has
the relevant documentation relating to that regrading not been
supplied?
I would be grateful for clarity on these points. I shall continue
to try and tally your information with mine. Should I discover any
further errors in your responses I shall be in touch.

Dear Wales Office, External E-mail/Ms Adams Jones,
I remain unhappy with the way that my requests have been dealt with
by your office. I feel information has been withheld without it's
existence being acknowledged, and the explanations given do not
concur with other information I have received from Wales Office
staff members. I believe the Wales Office is being deliberately
evasive with providing information and explanation.
This includes the outcome of the internal review I requested.
I think it fair to inform you that I am considering a formal
complaint to the Information Commissioner. I think he will also be
interested that despite a statement on your website which states
quite clearly that "Information released by the Wales Office in
response to an FOI will be published on this website", none of the
responses to my requests have been published.
Can you please provide an explanation for this? I do not consider
that this is a request under the Freedom of Information Act, so I
trust that your response will be quicker than those sent
previously.
