Dear Sir or Madam,

It is my understanding that :

1. The ownership of a vehicle (how ever defined) does not transfer
to any Government body upon 'registration'.

2. The 'registered keeper' is recorded only for the purpose of
communicating with that person.

3. Private vehicles may use the public highway free of taxation.

4. Vehicles used for commerce on the public highway attract
taxation.

5. 'Registration plates' 'number plates' so called, only require to
be a unique identifier.

Can you direct me to the form or process where I can take my
vehicle out of the Private Light Goods category and place it in the
Private category and therefore operate it freely on the public
highway exempt of taxation.

Can you also direct me to where or how I can record my vehicles
unique 'number plate' of my giving exempt from payment under the
scheme currently used by DVLA.

I shall consider my understandings to be correct unless you comment
on them specifically.

Yours faithfully,

mark: jennings TM

Dear Sir or Madam,

You're breaking the law having not responded to my FOI, also your
conduct appears to be ancillary to: war crimes; crimes against
humanity; genocide; and complicity in crimes against the peace.

I shall write to you separately about this very shortly.

Yours sincerely,

markj TM

You need to get allodial title for your car then you will own it without taxation. But in saying that the road fund license was wound up in 1955 in the finances act and was made payable via government grants from then on.
You can also go and make your own registration company as the DVLA do not hold a monopoly on vehicle registration under the monopolies act and register your vehicle to yourself and make your own number plates up.

DVLA
Policy & External Communications Directorate

As you have surmised I am the same Mark: Jennings TM that wrote to
you outside of this environment privately as Mark: Jennings TM.

You will therefore be aware that I did not authorise you to display
my details on a public forum as you have chosen to do anonymously
in an unsigned public response.

This serious lack of judgement will cost the DVLA £3,000,000.00 for
copyright trademark infringement which I shall add to the current
infringement.

Incidentally for your information as you have not answered my
points with substance publicly or privately, despite your belief to
the contrary I will take that to mean you are unable to answer
them. The maxim of law applies "whilst the battle continues, he who
first leaves the field or refuses to contend loses by default". You
have on two occasions stated the following "We will not enter into
any further discussion on the matter".

I conclude the battle was never won more easily for the lack of
substance brought to the "field" by DVLA.

I also note with interest that the DVLA holds the Charter Mark for
Customer Service Excellence. I can only conclude the threshold for
entry must be extremely low.

Sincerely without vexation
