Dear Sir or Madam,

As you will be aware, the Police Reform Act 2002 introduced
'Accredited Persons' into the police family.

Where such an Accredited Person issues in the course of his duties
a penalty notice (whether by way of fixed penalty, or penalty
notice for disorder), or initiates a prosecution (either directly
or resulting from failure to comply with the penalty notice), whom
keeps the receipts - the organisation employing the accredited
person, or the police?
