Could you please let me know the cost of the re-organisation process to
date that Westminster is currently undertaking?
The council's restructuring is planned over three phases. Phase one will
complete at the end of December 2009, phase two will complete by the end
of March 2010. The current proposal is that phase three will be complete
by the end of September 2010 . The plans are on track and will deliver a
range of operational benefits, customer service improvements and full year
annual savings of £11.8m. The changes are significant and will result in
a reduction of staff of around 10% of the establishment (non-schools) i.e.
around 270 posts. This will include some redundancies, the majority of
which are in phase one . The restructuring will put the council in a
strong position to continue to provide excellent front line services
despite the well publicised reductions in public expenditure, which will
take effect from 2011. The council has earmarked a one-off reserve of
£10m to cover the cost of restructuring (including associated redundancy
costs), and costs incurred in transforming to a new operating model. To
date the cost of restructuring excluding redundancies is approximately
£0.5m, covering additional HR support and office move costs. Estimated
redundancy costs for staff leaving in phase one are around £3.5m.

Westminster management conference at Ashridge?
The budget for the forthcoming management conference at Ashridge
Management Centre is £28,000. The cost to the city council will be in the
region of £8,000. The majority of the costs are funded from trading
surplus generated over the course of 2008/09 by WestCo.
