At a public planning meeting on 23.03.2010 immediately prior to the
vote, Planning Officer Salmon, when referring to the conservation
area in Whippingham said, “... indeed its status to Osborne House
is well accounted for.” Please provide all evidence and
documentation to support this statement.

Dear Mr Taylor

Further to your recent Freedom of Information requests can I please ask
for some further information from you in order to identify the correct
planning applications and files to be checked.

You have raised 3 FOI that I have summarised below under the call
references for the issues. For each of these a site address and if
possible a planning application number would be appreciated.

iw10/4/3108 - when referring to the conservation area in Whippingham said,
"... indeed its status to Osborne House is well accounted for." Please
provide all evidence and documentation to support this statement.

iw10/4/3116 - Planning Officer Salmon, said, "The various permissions or
applications that have been dealt with in the recent past particularly the
major 25 hectare housing employment land scheme, took all the
environmental, landscape and highways issues into account ..." Please
provide all evidence and documentation to support the assertion that the
historic environment and its significance were properly considered in
these matters.

iw10/4/3368 - Planning Officer Wilkinson when referring to an objection on
grounds of road safety on the A3021 including misinterpretation of data
said, "Those issues were discussed with the Highway Engineer at the time
..." Please provide all evidence and documentation to support this
statement including the identity of the Highway Engineer.

Once this information I will be able to proceed with the FOI request,
until a response has been received the requests will be placed on hold.

Dear Mr Lacey

May I suggest that you listen to the recording of the Officer’s
comments made by Planning Officer Salmon to the Planning Committee
on 23rd March 2010 when responding to Objector’s comments for
TCP/29971, P/00083/10. You will hear the points made by the
Planning Officer and the context in which they were made

He makes two quite specific statements that I referred to in my FOI
request. I am seeking the documented evidence that enables him to
make these statements to a Planning Committee immediately before a
vote on a planning application is taken. They must be accurate and
he must be able to substantiate them.

iw10/4/3108 - when referring to the conservation area in
Whippingham said, "... indeed its status to Osborne House is well
accounted for." Please provide all evidence and documentation to
support this statement.

The second statement seems to refer to land often described as the
“Kingston Development” and on the boundary between Whippingham and
East Cowes. I believe the reference may be P/01885/05, though the
area is closer to 49 hectares.

Dear Isle of Wight Council,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Isle of Wight
Council's handling of my FOI request 'Re: Isle of Wight Council:
P/00083/10; TCP/29971 – Item 1'.

I do not believe the material requested has been provided and the
Section 21 Exemption is inappropriate as the documents cited as
being publicly available make no reference to the Osborne House
Conservation Plan to which my request specifically referred.
