Dear British Broadcasting Corporation,

Regarding your recent published news article, concerning the amount
spent, a figure quoted at £229 million,see the link below.

However, you the bbc have refused to comment on individual stars
claiming it is a commercially confidential matter.

How can this be of a commercial matter, when you are a public body
and answerable to the public

Therefor in reference to the royal charter of the bbc, and i draw
your attention to subsection's (a)(c)(d) and (f) of section 23 the
General duties set out below,which i am claiming as my authority,
special attention is drawn to subsection (f ) ensure that the BBC
observes high standards of openness and transparency.

As I tax payer and licence fee payer, again i must remind you that
the bbc is publicly owned, i request that under the freedom of
information act, you make known to me the amounts paid to
individual stars.

23. General duties

In exercising all its functions, the Trust must act in the public
interest and, in particular, it must—
(a)
represent the interests of licence fee payers;
(b)
secure that the independence of the BBC is maintained;
(c)
carefully and appropriately assess the views of licence fee payers;
(d)
exercise rigorous stewardship of public money;
(e)
have regard to the competitive impact of the BBC’s activities on
the wider market; and
(f ) ensure that the BBC observes high standards of openness and
transparency.

This information is excluded from the Act because it is held for the purposes of ‘journalism, art or literature.’ "

Pull the other one! Previously the Beeb has said it was for commercial reasons.

One presumes the act means *principally* for those purposes.

1. Clearly it is not being held for the purposes of journalism---otherwise it would have been published.

2. So we're down to art or literature. That also sounds really plausible!

This is just a stalling tactic.
I would lodge an immediate Internal Review request.

There's no need to presume anything about the meaning of the Act -- the High Court has ruled on it in BBC v IC [2009] EWHC 2348 (Admin):

"... the BBC has no obligation to disclose information which they hold to any significant extent for the purposes of journalism, art or literature, whether or not the information is also held for other purposes."
